SUBJECT: Civic Theatres Phase I (1995) - Award of Contracts
RECOMMENDATION
A. THAT the construction contract for the "Orpheum Theatre -
Ceiling and Upgrade" work be awarded to CDC Construction Ltd.
for an amount of $378,644 plus GST.
B. THAT the construction contract for the "Queen Elizabeth
Theatre - Electrical Work for Performance Lighting" be awarded
to Ricketts-Sewell Ltd. for an amount of $209,531 plus GST.
C. THAT construction contracts for the "Orpheum Theatre - Sound
System" and the "Queen Elizabeth Theatre - Sound Equipment" be
awarded to Allstar Show Industries Inc. for an amount of
$300,243 plus GST.
D. THAT the construction contract for the "Queen Elizabeth
Theatre - Performance Lighting - The Dimming System" be
awarded to AVAB America Inc. for an amount of $ 221,036 plus
GST.
AND FURTHER THAT the source of funding for each of the above
be the Theatres Capital Account.

The General Manager of Corporate Services RECOMMENDS approval of A,
B, C and D.
COUNCIL POLICY
- Council approval is required for contracts over $200,000.
- Contracts are awarded on the basis of best value for the City.
PURPOSE
This report seeks authorization to award contracts for various upgrading
projects in the three Civic Theatres which are proposed as Phase I in
1995.
BACKGROUND
In April 1995, Council approved the allocation of $2.6 million for
upgrading projects in Phase I (1995) in the Orpheum, Queen Elizabeth and
Playhouse Theatres.
The work was broken into four major components as follows: corrections
to room acoustics in the Orpheum; Phase I of a stage sound upgrade in
all three theatres; a stage lighting system upgrade in the Queen

Elizabeth Theatre; and elevators to serve the Playhouse and Queen
Elizabeth Theatres.
The first three components have been tendered with prices coming within
budget. The last component, the elevators, will be tendered later this
year after issues in the development permit process are resolved.
DISCUSSION
An invitation was publicly advertised for general contractors with
heritage renovation experience to prequalify and bid on the "Orpheum
Theatre - Ceiling and Upgrading Work". Eight firms prequalified and six
firms submitted tenders as follows:
Westpro Constructors Group Ltd. $565,000.
Haebler Construction $505,000.
(alternate system bid) $482,000.
Van Construction Ltd. $475,367.
Halse-Martin Construction Co. Ltd. $464,000.
PCL Constructors Pacific Inc. $425,000.
KGK Construction Ltd. $405,268.
CDC Construction Ltd. $378,644.
On the basis of low bid and compliance with tender requirements, it is
recommended that the contract be awarded to CDC Construction Ltd. in the
amount of $378,644 plus GST.
By open invitation, tenders were sought and received for the "Queen
Elizabeth Theatre - Electrical Work for Performance Lighting" as
follows:
The State Group $267,174.
Houle Electric Ltd. $263,528.
Elgar Electric Ltd. $254,938.
Mott Electric Ltd. $239,189.
Ricketts-Sewell Ltd. $209,531.
It is recommended that the contract be awarded to the low bidder,
Ricketts-Sewell Ltd. for the amount of $209,581. plus GST.
Specialist contractors were invited to present qualifications and bid on
two packages, "Orpheum Theatre - Sound System" and "Queen Elizabeth
Theatre - Sound Equipment". From a list of fourteen firms the following
tenders were received:
Orpheum Theatre
Westsun Vancouver Inc. $322,890.
Security Information Systems Inc. $269,650.
Rocky Mountain Sound $262,039.
Allstar Show Industries Inc. $203,280.
Queen Elizabeth Theatre
Westsun Vancouver Inc. $108,972.
Rocky Mountain Sound $104,052.
Allstar Show Industries Inc. $96,963.
Genesis $94,124.
Several bidders offered price reductions, which are included in the
amounts above, if both contracts were awarded to their firm. On the
basis of best value, low bid and tender requirements, it is recommended
that the contracts be awarded to Allstar Show Industries Inc. for a
total of $300,343 plus GST.

Two tenders were received for the highly specialized performance
lighting dimming system in the Queen Elizabeth Theatre. One tender was
submitted without a bid surety and proposing unacceptable substitutions,
as follows:
Westsun Vancouver Inc. (disqualified) $261,810.
AVAB America Inc. $221,036.
On the basis of best value, it is recommended that the contract be
awarded to AVAB America Inc. in the amount of $221,036 plus GST.
The total cost of the above projects is within the budget for these
components of the project.
