   SUBJECT:  Queen Elizabeth Theatre - Asbestos Abatement Project


   RECOMMENDATION

        THAT the construction contract for the Asbestos removal and related
        restoration  work for  the  Queen Elizabeth  Theatre's Upper  Lobby
        Ceiling  be awarded to Quantum Environmental Group for an amount of
        $220,480.00.


   GENERAL MANAGER'S COMMENTS 

        The General  Manager of  Corporate Services RECOMMENDS  approval of
        the foregoing.


   COUNCIL POLICY

   Contracts with a value over $200,000 are referred to Council for award.


   PURPOSE

   The purpose of  the report is  to recommend the  lowest bidders for  the
   asbestos abatement project at Queen Elizabeth Theatre.


   BACKGROUND

   On May 18,  1995, Council  approved $450,000 for  Asbestos Program  with
   funding from the 1995 Supplementary Capital Budget.   Among all the high
   priority asbestos  abatement projects,  $300,000 is allocated  to remove
   asbestos containing texture ceiling in the Queen Elizabeth Theatre upper
   level lobby ceiling.

   DISCUSSION

   Asbestos  abatement  tenders were  opening  at  the Building  Management
   Office on June 27th, 1995.  Three pre-qualified firms submitted tenders:

        1.  Quantum Environmental Group                         $220,480.00
        2.  Industra Thermal Service                            $242,575.00
        3.  DeWar Pacific Projects Ltd.                         $301,471.00

   We are recommending the acceptance of the lowest bid.
