RECOMMENDATION
THAT the approved form of development for this portion (Vancouver
Cancer Centre) of the CD-1 zoned site known as Vancouver Hospital
and Health Sciences Centre be generally approved as illustrated in
Development Application Number 217705, prepared by Hemingway Nelson
Architects and stamped "Received, City Planning Department April 6,
1995", provided that the Director of Planning may approve design
changes which would not adversely affect either the development
character of this site or adjacent properties.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of
the foregoing.
COUNCIL POLICY
The B.C. Cancer Agency facility is located in the Vancouver Hospital and
Health Sciences Centre (formerly VGH) CD-1 District. Council has, by
resolution, approved regulations for this district, including FSR and
Site Coverage limits. To accommodate replacement structures which need
to be built before demolishing old buildings, Council has temporarily
increased these limits.
In considering a staff assessment of the Conceptual Development Plan for
the site in October 1993, Council approved a further temporary increase
in FSR and Site Coverage, as follows:
THAT the floor space ratio be increased to 2.38 FSR and site
coverage to 55.48% for a temporary period of time to allow minor
additions to a maximum floor area of 3 027 m› (32,580 sq. ft.), to
be approved by the Development Permit Board where significant
public open space would not be affected and parking would not be
reduced. Addition of this floor space would increase the deficit
of parking spaces by 33 spaces.
The minor projects anticipated when proposing the above increases
included the proposed addition to the B.C. Cancer Agency building.
PURPOSE
In accordance with Charter requirements, this report seeks Council's
approval for the revised form of development for the above-noted CD-1
zoned site.
SITE DESCRIPTION AND BACKGROUND
The site and surrounding zoning are shown on the attached Appendix 'A'.
Subsequent to Council's approval of the CD-1 rezoning, the Director of
Planning approved Development Application Number 217705. This approval
was subject to various conditions, including Council's approval of the
revised form of development. The latter condition is one of the few
outstanding prior to permit issuance.
DISCUSSION
The Vancouver Cancer Centre, which forms a part of the Vancouver
Hospital and Health Sciences Centre complex, was developed to its
present form in the early 1980s. This proposal involves a four-storey
addition to the south side of the building to provide new radiation
vaults, office and laboratory space, and associated mechanical and
electrical rooms.
In 1993 Council, by resolution, approved an increase in floor space
ratio for the VGH site, on an interim basis, to permit minor additions
to the facility. This proposal has been assessed against those Council
resolutions and has been found to be within the permitted limits.
Simplified plans, including a site plan and elevations of the proposal,
have been included in Appendix 'B'.
CONCLUSION
The Director of Planning has approved Development Application Number
217705, subject to various conditions to be met prior to the issuance of
the development permit. One of these conditions is that the revised
form of development first be approved by Council.
