Southeast Shore of False Creek - File: 8010-14
Development Consultant and Budget
In an Administrative Report dated May 9, 1995, the Manager
of Real Estate, in consultation with the Associate Director of
Planning - Central Area, recommended that Stanley Kwok of Stanley
Kwok Consultants Inc. be awarded a contract to act as development
consultant for the City's lands on the Southeast Shore of False
Creek.
The General Manager of Corporate Services supported this
recommendation and noted that while it is Council's policy
generally to tender for consulting contracts, there is precedent
for hiring a development consultant directly based on knowledge
and experience of track record.

Also before Council was a memorandum from the City Manager
commenting on the absence of a competitive process, noting that a
direct appointment is appropriate in this circumstance, for the
reasons identified in the memorandum.
The City Manager advised that if Council wishes to receive
proposals for the development consultant role, the following is
recommended in lieu of recommendations A and B, as contained in
the Administrative Report:
D. THAT staff be instructed to prepare terms of
reference for a proposal call and seek proposals
for the development consultant role for the
southeast shore of False Creek, and that a
committee of two Council members and two staff who
have not been involved in this recommendation be
appointed to review the terms of reference and the
proposals when submitted.
Council also had before it a letter dated May 29, 1995 from
the Tenants Rights Action Coalition, suggesting this matter
requires input and opinion from concerned groups and members of
the public before a decision is made. In a note from the City
Clerk, Council was advised a similar request was also received
from Dayle Moseley, Assistant Executive Director, D.E.R.A.

Livable Region Strategic Plan
Before Council was a Policy Report dated May 16, 1995, in
which the CityPlan Department Heads Steering Committee, including
Associate Director of Planning - City Plans, General Managers of
Engineering Services, Corporate Services, Community Services, and
Parks and Recreation, and Manager of Housing Centre recommended
the adoption of the draft CityPlan: Directions for Vancouver
(February 1995), with the additions and amendments noted in
Appendix B attached to the report. A series of recommendations
were also submitted concerning CityPlan implementation.
Also before Council was a second Policy Report dated May 16,
1995, in which the Associate Director of Planning - City Plans
and General Manager of Engineering Services responded to the GVRD
Livable Region Strategic Plan, and submitted a series of
recommendations for Council's consideration.
In a letter dated May 30, 1995, the Acting General Manager
of the Park Board advised that the Board, at its meeting on May
29, 1995, endorsed Recommendations A through J in the CityPlan
Council Report dated May 16, 1995.
Dr. Ann McAfee, Associate Director of Planning - City Plans,
advised there were three reports before Council which link to
CityPlan. The first of these is the Policy Report on CityPlan,
which contains an overview of the implementation initiatives.
The second Policy Report responds to the GVRD Livable Region
Strategic Plan. Finally, a Policy Report proposing the
development of a Transportation Plan for the City.
The report recommending the adoption of CityPlan is being
presented for information at this time, and will be followed by a
meeting on June 1st, when Council will hear from public
delegations on this report. It is intended to re-submit the
report on June 6th, for Council decision on the recommendations.
Dr. McAfee, with the aid of a slide presentation, provided a
review of CityPlan, and noted it covers a broad range of topics
including directions for neighbourhoods, for communities, for the
environment and the economy. Some of the implementation work has
been approved by Council and is already underway, and there are
new

initiatives which Council has yet to act on. Dr. McAfee also
reviewed some of the comments received on CityPlan to date. City
Plan proposes to keep those things which people value, while
setting new directions for the City. In the neighbourhood area,
there are major new directions suggesting more variety of jobs
and housing closer to where people live, more housing variety
throughout the City and ways to maintain character in existing
neighbourhoods. If adopted, CityPlan would change the City
significantly with respect to neighbourhood centres and through
complete communities, which would reduce travel and increase
choice. To create more complete neighbourhoods or complete
communities will require a variety of more detailed initiatives
on a neighbourhood-by-neighbourhood basis. This will mean
creating some form of neighbourhood plan to address:
˜ increasing housing choice
˜ addressing housing cost
˜ character of neighbourhoods
˜ transit and greenway links within and between
neighbourhoods and the rest of the City
˜ greater variety of jobs closer to home
˜ customizing City services to meet the needs of a
particular neighbourhood
˜ a variety of safety initiatives.
The next step is to talk to people about how the planning
program should occur, how services should be delivered in
neighbourhoods, and what the character of neighbourhood should
become.
In the past few years, there have been two linked programs
happening. One program was talking about what is happening in
neighbourhoods and the other was addressing the broad issue of
Better City Government. There may be an opportunity to combine
these proposals and look at how the City facilitates community
participation, while at the same time using as an example how the
City undertakes planning in neighbourhoods. It is proposed that
staff report back in July on the process to seek public input on
how to plan neighbourhoods. If approved by Council, the
remainder of 1995 will be used to determine how to consult with
neighbours

and communities and to do neighbourhood plans. Neighbourhood
planning would then commence in 1996. It was noted the report
suggests that while the City should not stop rezonings in the
next number of months, applications for rezoning should not be
based solely on the premise that they support neighbourhood
centres. Staff will be reporting back by the end of this year on
a process for considering rezonings while neighbourhood planning
is underway.
Much of the work in the communities section of CityPlan is
already underway. This includes integrated service delivery,
community policing, arts initiatives and greenways. The
principal area where the public expressed concerns in the
communities section of the plan was in regard to housing costs
and ways to ensure that lower cost housing remains in the City.
While Vancouver has been a leader across the country in housing
initiatives, the public wants to know what else can be done. The
public do not see tax increases as a way to make CityPlan happen,
rather CityPlan should be used to direct future budgets. One
proposal is to use the next Capital Plan to develop specific
initiatives around housing and public places. A variety of
directions deal with a diverse economy, how to move people around
the City, and the quality of the environment.
Over 5,000 copies of CityPlan have been mailed out.
Comments have been received from the GVRD indicating its support
for the Plan and noting it links closely with the Livable Region
Strategy. The cities of Burnaby and Richmond have also offered
their participation, particularly in regard to transportation
planning. The Vancouver Airport and BC Transit have both
indicated support for the Plan, although they have requested more
information on people and goods movement and how rapid transit
lines may be used to support development in the City. It is
intended to invite their participation in the transportation
planning project.
In response to the Downtown Business Association's concern
that there is not a separate section on the downtown, a page will
be added to the Central Area to ensure broad coverage of all city
issues.

Dr. McAfee also reviewed the Policy Report containing the
City's response to the GVRD Livable Region Strategic Plan. Dr.
McAfee referred to a number of issues contained in the Livable
Region Strategic Plan, and advised if CityPlan is adopted, it
will become the basis for addressing the Livable Region Strategic
Plan.

Meeting on June 1, 1995, to hear public delegations, and
subsequently referred to the June 6, 1995 Regular Council Meeting

2. Process - Development of File: 5551-2
a Transportation Plan
In a Policy Report dated May 26, 1995, the General Manager
of Engineering Services and Associate Director of Planning
(CityPlan) proposed the framework for transportation planning and
identified some immediate priority transportation needs.
Mr. Ian Adam, Assistant City Engineer - Transportation
Division, provided a review of the proposal to develop a
Transportation Plan for the City over the next year. It is
proposed to assemble an inter-departmental team to work on this
project, consisting of representatives from the Engineering
Department, Community Services Department, and others. The work
will start with a creation of a vision to guide where the plan is
going. This will be followed by an analytical stage where
transportation projections and travel needs will be studied.
Proceeding concurrently with the analysis will be the development
of various components of the overall Transportation Plan. It is
expected to report back to Council this Fall with choices, which
will in turn be discussed with the public.

Mr. Adam noted there are other transportation programs which
have been started and cannot wait for the completion of the
Transportation Plan. These include:

˜ South False Creek Priorities
˜ Provincial Transportation Study
Mr. Adam recommended these projects proceed currently with
the analytical stage.

THAT the recommendation of the General Manager of
Engineering Services and Associate Director of Planning
(CityPlan), as contained in this report and quoted below, be
approved:
A. THAT the City proceed with the development of a
Transportation Plan as outlined in the Policy
Report dated May 26, 1995 and based on the
strategic directions established in the Livable
Region Plan, Transport 2021 and CityPlan.
B. THAT a Transportation Planning staff team be
established with seconded staff from Engineering
Services and Planning and a preliminary 1995
budget of $185,000 for administrative and public
process costs to be funded from Contingency
Reserve.
C. THAT staff continue to work with communities, to
pursue the transportation concepts as outlined in
CityPlan, including transportation links between
neighbourhood centres, neighbourhood protection
from traffic impacts, community-level transit
services and promotion of pedestrian and bicycle-
friendly communities.

D. THAT immediate priority be directed to continuing
analysis of the ICTS lines described in Transport
2021, including route priorities, corridor
definition, technology, supporting land use
strategies and community mitigation.
E. THAT staff prepare proposals for Council's
consideration to address the issue of goods
movement within the City, with particular
reference to the Industrial Lands Strategy and the
False Creek Flats development, as a high priority.
F. THAT the Terms of Reference for a Transportation
and Parking Study of the cultural/entertainment
district be approved as presented in the Policy
Report dated May 26, 1995, and that the General
Manager of Engineering Services report back on the
appointment of a consultant. Further, that
$20,000 be allocated as the City share of this
study, subject to cost sharing by major facility
owners, with the source of funding to be
Contingency Reserve.
G. THAT the Vancouver International Airport Authority
be requested to conduct a study of access
requirements related to airport expansion and the
Open Skies Agreement, and staff report back on
implications of this study when received.
H. THAT the GVRD, BC Transit, Vancouver International
Airport, Vancouver Port Corporation, B.C. Ferries
and Ministry of Transportation and Highways be
advised of the City's intention to develop a
Transportation Plan and be invited to share
information and participate in the development of
the Plan.

John Mulberry - Director of Legal Services
Council gave special recognition to Mr. John Mulberry, who
retired as Director of Legal Services from the City of Vancouver.
Mr. Mulberry was employed by the City for 34 years, and served as
Director of Legal Services since 1980.
The Mayor presented Mr. Mulberry with a gift on behalf of
the City of Vancouver and thanked him for his long and faithful
service.

Federation of Canadian Municipalities.

2. Fire and Police Services File:
Collective Bargaining Act
(Bill 35)
In a memorandum dated May 30, 1995, Mayor Owen submitted
information concerning Bill 35 - Fire and Police Services
Collective Bargaining Act, together with copy of a May 26, 1995
letter from Mr. Mark Leffler, Manager of Personnel and Labour
Relations, GVRD, to the Minister of Skills, Training and Labour.
In the letter to the Minister, the GVRD requested:
˜ That the proposed legislation be withdrawn; or
˜ That the proposed legislation be amended to apply
only to the situation which has directly prompted
its introduction; or
˜ That if neither of the foregoing requests are
accepted, then the proposed legislation be held in
abeyance until the GVRD has had an opportunity to
meet personally with the Minister to express its
concerns.
Mayor Owen recommended Council endorse the position
contained in the GVRD letter and that Vancouver MLAs be advised
of the City's concern.
Also submitted was a news release dated May 30, 1995, on
this issue for distribution later this day.

employees involved with the Library Square Project, and thanked

project was completed on time and on budget. On behalf of
Council, the Mayor expressed his thanks to these people and the
many other employees who well served the City and the new Library
through the construction of this project.

THAT WHEREAS the registered owner has conveyed to the City
of Vancouver for lane purposes land in the City of Vancouver,
Province of British Columbia, more particularly known and
described as follows:

Parcel Identifier: 011-011-483
All that portion of Lot 14, Block 749, District Lot
526, Plan 6011, Group One, New Westminster District,
described as follows:
Commencing at the northeast corner of said Lot 14;
Thence 213¯ 21' 30", 3.048 metres, following in the
easterly limit of said Lot 14;
Thence 332¯ 21' 30", 2.955 metres, more or less, to
intersection with the northerly limit of said Lot 14,
at a point 3.048 metres westerly from the said
northeast corner of said Lot 14;
Thence 91¯ 21' 30", 3.048 metres, following in the said
northerly limit of said Lot 14, to the point of
commencement.

Department, November 17, 1994", provided that the Director of
Planning may approve design changes which would not adversely
affect either the development character and livability of this
site or adjacent properties.

ENQUIRIES AND OTHER MATTERS
Capital Financing in
Greater Vancouver Area
Councillor Kennedy advised she recently attended
a meeting of the Greater
Vancouver Regional Hospital
District for the purpose of
discussing Capital Financing
in the Greater Vancouver area.
Councillor Kennedy requested
staff to prepare a report to
Council as soon as possible on
Capital Financing for
Hospitals, including the cost-
sharing formula and future
cost projections.
The Mayor so directed.
APEC Summit
Councillor Ip noted Canada will be hosting
the 1997 APEC Summit (Asia
Pacific Economic Conference).
The Councillor suggested the
Mayor be authorized to write a
letter to the Prime Minister
encouraging him to hold the
Summit in Vancouver.
Mayor Owen undertook to do so.
ENQUIRIES AND OTHER MATTERS (CONT'D)
Noise from Motorcycles
Councillor Price advised he is continuing to
receive complaints regarding
noise from motorcycles, and
requested information from the
Chief Constable concerning
what enforcement is taking
place, what impediments there
are to enforcement and what is
needed to increase
enforcement.
The Mayor undertook to raise
this issue at the next
Vancouver Police Board
meeting.
Rehabilitation Facilities
Councillor Sullivan expressed concern that
rehabilitation facilities are
proposed to be clustered with
tertiary hospital care, and
advised he has written a
letter in support of
organizations of people with
disabilities opposing this
proposal.
