• This is a Special Council meeting called by the Mayor under sections 2.5(a) and 14.5 of the Procedure By-law for the purpose of convening a Business License Hearing.
• This Special Council meeting is to be convened by electronic means as authorized by Part 14 of the Procedure By-law and the Vancouver Charter.

1. Business Licence Application 21-210817 (Short Term Rental)
2605 – 1166 Melville Street
On Wednesday, May 24, 2022, a Business Licence Hearing will take place in the Council Chamber to determine whether the Chief Licence Inspector’s decision to not support the issuance of a business licence to Fan Zheng (the “Applicant”), for a short-term rental accommodation at 2605 – 1166 Melville Street (the “Premises), should be upheld, overturned or attach conditions to the business licence.
Iain Dixon, Assisant Director of Regulatory Litigation, Legal Services, will represent the City of Vancouver. Fan Zheng, the Applicant, will represent themselves.
