Appointments to Civic Agencies

A. THAT the following individuals be appointed to the Board of Variance and Parking Variance Board, terms to commence July 1, 2015 and end June 30, 2018:

• George Chow
• Jagdev Dhillon
• Namtez Sohal
• Gilbert Tan
• Martha Welsh

B. THAT Muneesh Sharma, Building Owners’ and Managers’ Association of British Columbia, be appointed to the Urban Design Panel as the development industry representative. Term to commence immediately and end December 6, 2015.

C. THAT Julien Fagnan be appointed to the Urban Design Panel as the Association of Professional Engineers and Geoscientists of British Columbia representative. Term to commence immediately and end December 4, 2016.

D. THAT John Madden be appointed to the First Shaughnessy Advisory Design Panel as Resident Member-at-Large term to commence immediately and end December 6, 2015.

E. THAT Nick Gregson be appointed to the Public Art Committee in the Artist category, term to commence immediately and end December 4, 2016.

F. THAT Penny Irons be appointed to the Urban Aboriginal Peoples’ Advisory Committee, term to commence immediately and end February 28, 2017.

 

Vancouver Awards of Excellence – Award Winner Recommendations and Celebration Ceremony

A. THAT Realwheels be awarded an Award of Excellence under the category of Accessible City – Organization;

FURTHER THAT Jeanette Andersen be awarded an Award of Excellence under the category of Accessible City – Individual.

B. THAT the Members of the Citizens’ Assembly on the Grandview-Woodland Community Plan be awarded an Award of Excellence under the category of Civic Volunteer – Organization;

FURTHER THAT Mary Lynn Baum be awarded an Award of Excellence under the category of Civic Volunteer – Individual;

AND FURTHER THAT Linh Diep be awarded an Award of Excellence under the category of Civic Volunteer – Youth.

C. THAT the Vancouver Street Soccer League be awarded an Award of Excellence under the category of Diversity and Inclusion – Organization;

FURTHER THAT Jamie Adams be awarded an Award of Excellence under the category of Diversity and Inclusion – Individual;

AND FURTHER THAT Roan Reimer be awarded an Award of Excellence under the category of Diversity and Inclusion – Youth.

D. THAT the Vancouver-based Climate Smart certified businesses be awarded an Award of Excellence under the category of Greenest City Leadership – Organization;

FURTHER THAT Allen Garr be awarded an Award of Excellence under the category of Greenest City Leadership – Individual;

AND FURTHER THAT Tessica Truong be awarded an Award of Excellence under the category of Greenest City Leadership – Youth.

E. THAT EMBERS Vancouver be awarded an Award of Excellence under the category of Healthy City for All – Organization;

FURTHER THAT Maria Luz Fernandez be awarded an Award of Excellence under the category of Healthy City for All – Individual;

AND FURTHER THAT Cecilia Bao be awarded an Award of Excellence under the category of Healthy City for All – Youth.

Nominations for Civic Merit and Freedom of the City Awards

THAT the following individuals be granted the Civic Merit Award:

FURTHER THAT Dr. David Suzuki be granted the Freedom of the City Award.

 

Potential Sale of City-Owned Land Located at 620 Cardero Street


A. THAT Council authorize the Director of Real Estate Services to enter into exclusive negotiations with Bosa Properties (1575 West Georgia ) Inc., which is an affiliate company of Bosa Properties Inc., and Arpeg Holdings Ltd., (“the Purchaser”) over the next twelve (12) months for the sale of the City-owned lot located at 620 Cardero Street, legally known as PID 018-454-143, Lot 3 Except: Part Dedicated Road on Plan LMP31912, of the Public Harbour of Burrard Inlet Plan LMP12354 (the “Subject Lands”) in accordance with City policies for direct sales without a public tender process;


FURTHER THAT, if the Director of Real Estate Services can successfully conclude such negotiations with the Purchaser, Council authorize the Director of Real Estate Services to enter into a Contract of Purchase and Sale, satisfactory to the Director of Legal Services, such sale being subject to the Subject Lands being consolidated with the Purchaser’s adjoining lands and rezoned and subject to Council approval;


AND FURTHER THAT, no legal rights or obligations will arise or be created between the Purchaser and the City unless and until a legally binding Contract of Purchase and Sale is successfully negotiated and executed and delivered by the Purchaser and the City through its authorized signatories and approved by Council.


B. THAT Council authorize the Director of Real Estate Services to appoint an independent appraiser to determine an appropriate sale price, along with additional consultants such as an independent quantity surveyor, architect, planner and engineer as required, to provide additional information to support the appraisal, and that Council approve funding of up to s. (17)1 to complete this work; source of funds is the Land Purchase Reserve.


C. THAT a Council decision to enter into a Contract of Purchase and Sale with the Purchaser will not in any way limit Council or the City and its officials, including the Approving Officer and Director of Planning, in exercising their discretion with respect to any related rezoning or permits.
