Appointments to Civic Agencies and Committees
A. THAT the following individuals be appointed to the First Shaughnessy Advisory Design Panel, representing the agencies and categories indicated, terms to commence immediately and end December 7, 2014:
• Peter Kappel, Shaughnessy Heights Property Owners’ Association (SHPOA)
• Donna Chomichuk, British Columbia Society of Landscape Architects (BCSLA).B. THAT the following individuals be appointed to the Vancouver Economic Commission, terms to commence July 25, 2013, and end July 24, 2015:
• Bruce Flexman
• Warren Franklin
• Moura Quayle.C. THAT Scott Graham be appointed to the Seniors Advisory Committee, term to commence immediately and end December 7, 2014.
D. THAT Jeff Cole and Peggy Harowitz be appointed to the Active Transportation Policy Council, terms to commence immediately and end December 7, 2014.

Property Acquisition – 3510 Fraser Street
A. THAT Council authorize the Director of Real Estate Services to proceed with the acquisition of 3510 Fraser Street, legally described as: PID 028-868-218, Lot A, Block 54, District Lot 301, Group 1, New Westminster District, Plan BCP50970 (the “Subject Property”), as shown on Appendix A to the Administrative Report dated May 29, 2013, entitled “Property Acquisition – 3510 Fraser Street”, for the future development of social housing for a price of s. 17(1) (d) (e) & (f) and s. 21(1), with the source of funds to be the Property Endowment Fund (PEF).
B. THAT Council approve funding of s. 17(1) (d) (e) & (f) and s. 21(1) for capital maintenance items to be phased over the next three years as required, as noted in the building condition assessment, with the source of funds to be the net operating income from the Subject Property.

Verbal Briefing: Update on Industrial, Commercial, and Institutional, and Multi-Unit Residential Building Food Scraps Recycling
Peter Judd, General Manager, Engineering Services, and Albert Shamess, Director, Waste Management and Resource Recovery, provided an update on the development of a food scraps program strategy for the Industrial, Commercial and Institutional (ICI) and Multi-Unit Residential Building (MURB) sectors.
Messrs. Judd and Shamess, along with Penny Ballem, City Manager; Sadhu Johnston, Deputy City Manager; and Chris Underwood, Manager, Solid Waste Management, responded to questions.
The City Manager advised staff will be reporting back, taking into consideration Council’s concerns and input.
