YVR Board of Directors Appointment
THAT Tamara Vrooman be appointed to the YVR (Vancouver Airport Authority) Board of Directors, effective May 12, 2011, for a three-year term.

Appointment of Chief Election Officer
THAT Council exercise its authority under section 14(1) of the Vancouver Charter to appoint Janice MacKenzie as the Chief Election Officer for the duration of her incumbency as Acting City Clerk.

Appointment to E-Comm Board of Directors
A. THAT Council appoint Dr. Penny Ballem as the City’s E-Comm Board member for the next four weeks and then appoint Mr. Sadhu Johnston for the remainder of the 2010-2011 term in place of Ms. Cindy Grauer.
B. THAT Council appoint Mr. Sadhu Johnston as the City’s E-Comm Board member for the 2011-2012 term.

Lease of City-owned property at 862 Richards Street, Vancouver to Sutra Food and Wine
THAT Council authorize the Director of Real Estate Services to negotiate and execute a lease with Sutra Food and Wine (the “Tenant”) for City-owned property at 862 Richards Street, Vancouver (the “Premises”), as shown heavily outlined on Appendix A of the Administrative Report dated April 12, 2011, entitled, “Lease of City-owned property at 862 Richards Street, Vancouver to Sutra Food and Wine” and legally described as PID- 015-460-380 Lot 13 Block 65 District Lot 541 Plan 210 on the following general terms and conditions:
Term: Five (5) years commencing April 1, 2011.
Rent: [ … ] per annum/[ … ] per month inclusive of property taxes as if levied, plus HST.
Use: Restaurant.
Rent Free Period: Three (3) months to offset costs incurred by tenant to improve the Premises.
Rent Review: Two and one half years (2 1/2).
Termination: Landlord may terminate lease with one (1) year written notice.
The lease is to be provided by the Landlord and drawn to the satisfaction of the Directors of Legal and Real Estate Services.
No legal rights or obligation is hereby credited and none shall arise until the legal document is fully executed by both parties.
Rents to be credited to the Property Endowment Fund (“PEF”).
