DECISIONS AND REPORTS RELEASED

Lease of City owned lands located at 8683 Kerr Street to Park Lane EFL Development Ltd.

THAT Council approve a lease to Park Lane EFL Developments Ltd for City owned lands at 8683 Kerr Street legally described as PID: 023-668-318 Lot 9, District Lot 330, 2100 and 6320, Group 1, New Westminster District plan LMP31809 ( the “Lands”) on the following terms and conditions:

Term: A five (5) year term commencing March 18th, 2011 and expiring March 17th, 2016.

Rent: A gross rent of [ … ] per year inclusive of property taxes as if levied, to be credited to the Property Endowment Fund (PEF).

Use: A temporary presentation centre with ancillary office space; a restaurant space; visitor parking; and use by community groups pursuant to a Temporary Community Amenity Agreement.

Lease Terms: The terms and conditions of the lease are to be drawn to the satisfaction of the Director of Real Estate Services and the Director of Legal Services, it being noted that no legal rights or obligations will arise or be created until the execution of the lease.

Downtown Eastside (DTES)/Strathcona Branch Library Housing Component

A. THAT City Council authorize the Library Board to work with the YWCA to develop the approved DTES/Strathcona library with an additional four floors of housing for single mothers with children, on City-owned lands at 720-730 East Hastings Street.

B. THAT rezoning, development permitting and building permit fees for this project be included in the Library’s 2012 capital budget submission.

C. THAT upon construction of the building on the site, Council authorize the building to be subdivided to create separate legal title to the library component and the residential component, and thereafter authorize the residential component to either be leased for 60 years for nominal rent or transferred in fee simple to the YWCA on such terms and conditions as the General Manager of Community Services, the Director of Real Estate, the City Librarian and the Director of Legal Services may negotiate and agree to with the YWCA and are contained in the body of the Administrative Report dated March 9, 2011, entitled “DTES/Strathcona Branch Library Housing Component”.

D. THAT the Director of Planning be authorized to initiate a rezoning application in respect of this site to accommodate the proposed redevelopment authorized by A, B and C above.

2010-2012 Memorandum of Agreement between the Vancouver Police Board and the Vancouver Police Union (VPU)

THAT the Memorandum of Agreement covering employees represented by the Vancouver Police Union for the period of April 1, 2010 to December 31, 2012, be approved.
