Surrender of Lease of premises located at #240-3585 Graveley Street and funding for Tenant Relocation

THAT Council approve the surrender of the lease of City-owned premises, legally described as Parcel 3, Block 113, Section 28, Town of Hastings Suburban Lands, New Westminster District, Plan LMP34147, by Garda Canada Security Corporation, (the “Tenant”) with respect to the lease premises located at #240-3585 Graveley Street (the “Premises”) with an effective date of February 28, 2011, for a surrender payment of [ … ]; (one half upon execution of the Lease Surrender Agreement, and one half upon vacant possession of the Premises), in full and final consideration for the Tenant’s early surrender of the Premises. The source of funding to be the 2010 Capital Budget for the Graveley Street Relocation as approved by Council on March 2, 2010 - RTS 8300;

FURTHER THAT Council authorize the Director of Legal Services to execute the necessary legal documentation for the surrender of lease on terms and conditions to her satisfaction, noting that no legal rights or obligations shall arise or be created until all the necessary legal documentation has been prepared and executed to the satisfaction of the Director of Legal Services.

Appointments to Civic Agencies

A. THAT Henry Tom be appointed to the Chinatown Historic Area Planning Committee, representing the Chinatown Merchants' Association; term to start immediately and end December 4, 2011.

B. THAT Council rescind the appointment of James Tan to the Chinatown Historic Area Planning Committee as the Chinatown Merchants’ Association Representative; and

FURTHER THAT James Tan be appointed to the Chinatown Historic Area Planning Committee as a member-at-large, term to commence immediately and end December 4, 2011.

C. THAT Dorothy Martin be appointed to the Gastown Historic Area Planning Committee as the Community Business Representative; term to start immediately and end December 4, 2011.

D. THAT Councillor Tim Stevenson be appointed to the Vancouver Public Library Board, representing the Council of the City of Vancouver; term to start immediately and end December 4, 2011.

E. THAT the following individuals be appointed to the Vancouver International Airport (YVR) Aeronautical Noise Management Committee; terms as indicated:

• Jonathan Parker, January 1, 2011 to December 31, 2012
• Meg Brown, January 1, 2011 to December 31, 2013.

F. THAT the following individuals be appointed to the Vancouver Economic Development Commission, in the capacities noted, for a six month term to commence immediately and end June 10, 2011:

• Mayor Gregor Robertson (Honourary Chair)
• Tom English (Interim Chair)
• Glen Entis (Director)
• Bruce Flexman (Director)
• Moura Quayle (Director)
• Penny Ballem (Director).
