Cultural Harmony Awards 2009

THAT Council approve the following recipients for the 2009 Cultural Harmony Awards:

Vancouver Adapted Music Society ‘Organization’ Award

Joy Manuel ‘Individual’ Award

Vancouver Police Department Property and Forensic Storage Facility: Budget Approval and Award of Contracts

A. THAT Council authorize the General Manager of Business Planning and Services to proceed with final design and construction of the Vancouver Police Department Property and Forensic Storage Facility at 2010 Glen Drive at an estimated cost of $30.3 million; source of funding to be:

• $3.535 million approved in the 2009 Capital Budget;
• $6.765 million to be approved in advance of the 2010 Capital Budget, and
• $20.0 million to be provided from contributions from federal and provincial government Infrastructure Stimulus Funds.

B. THAT Council authorize the General Manager of Business Planning and Services to negotiate and award sole source contracts for construction management and for general contractor services for the Vancouver Police Department Property and Forensic Storage Facility to DGS Construction Company Ltd. to a maximum of $27.0 million; source of funding to be the budget established in A above.

C. THAT Council authorize the General Manager of Business Planning and Services to negotiate and award sole source contracts for construction and commissioning related services for the Vancouver Police Department Property and Forensic Storage Facility as follows:

• James Bush + Associates: quantity surveying services
• Trow Associates Inc.: geotechnical, environmental and materials testing services
• LMDG Building Code Consultants: code and certified professional services
• Western Mechanical Services: Building commissioning services

source of funding to be the budget established in A above.

D. THAT the Director of Legal Services be authorized to execute and deliver on behalf of the City all legal documents required to implement A ,B, and C above; and

FURTHER THAT all such legal documents be on terms and conditions satisfactory to the General Manager of Business Planning and Services and the Director of Legal Services; and

FURTHER THAT no legal rights or obligations will be created or arise by Council’s adoption of A, B and C above unless and until such legal documents are executed and delivered by the Director of Legal Services.
