Appointment of a new Subdivision Approving Officer

A. THAT Council appoint Ms. Vicki Potter, Assistant Director of Development Services, replacing Mr. David McLellan, as the subdivision Approving Officer, effective November 1, 2008.

B. THAT Council appoint Mr. David McLellan, General Manager of Community Services, replacing Mr. Tom Timm, as a Deputy Approving Officer, effective November 1, 2008.

C. THAT Council confirm the continued appointment of Mr. Peter Judd, Deputy City Engineer as a Deputy Approving Officer.

2007-2011 Memorandum of Agreement between: The Vancouver Police Board and Teamsters, Local 31

THAT the Memorandum of Agreement covering employees represented by the Teamsters, Local 31, for the period January 1, 2007 to December 31, 2011, including the October 14, 2008 letter increasing the Employer’s portion of benefit cost sharing for the Medical Services Plan, be approved.

Park Acquisition for Memorial South Park: 827 East 45th Avenue

A. THAT the Director of Real Estate Services be authorized to proceed with the acquisition of 827 East 45th Avenue, legally described as Parcel Identifier: 011-262-184 Lot B of Lots 9 and 10 South Part of District Lot 664 Plan 4987, at a cost of $488,000, source of funding to be the Park Board’s 2006 Land Acquisition Capital Account.

B. THAT, upon gaining vacant possession, the Director of Real Estate Services be authorized to proceed with the demolition of the building at 827 East 45th Avenue, at an estimated cost of $25,000, source of funding to be the Park Board’s 2006 Land Acquisition Capital Account.

Lease Renewal of City-Owned Office/Commercial Premises Situated at 501 West 10th Avenue (Vancouver City Savings Credit Union)

THAT Council approve a lease renewal of the ground floor office/commercial premises situated at 501 West 10th Avenue to Vancouver City Savings Credit Union (“VanCity”) on the following terms and conditions:

Term: The renewal term of the lease shall be five (5) years commencing July 15, 2008.

Rent: The rent for the renewal term of the lease shall be [ … ].

Use: The premises are to be used for the operation of a financial institution (more specifically a VanCity banking branch).

Option To Renew: The lease contains a provision for one additional lease renewal period upon giving written notice to the City, no later than sixty (60) days prior to the date of expiry of the previous renewal period.

Taxes & Operating Costs: The tenant shall pay in addition to the basic rent an amount in lieu of taxes as if levied and operating costs which will be increased to [ … ].

Parking: The tenant shall be entitled to fourteen (14) parking stalls for their exclusive use at the current market rental value of [ … ].

Lease of City-Owned Property at 142/160 Water Street, to Mona Euro Furniture Ltd.

A. THAT Council approve a lease to Mona Euro Furniture Ltd. for the premises situated at 142/160 Water Street (Gastown Parkade/Storyeum) legally described as Lot J, Old Granville Townsite, NWD, Plan LMP52319:

Term: Five (5) years commencing April 1, 2009.

Rent: [ … ] annum for Years 1- 5 plus Property Taxes in lieu, and proportionate share of Operating Costs. (Total revenue 1st year occupancy [ … ]); to be credited to the PEF.

Use: Retail premises for fine furniture and associated home furnishings.

Renewal
Option: Two (2) renewal options of Five (5) years, each at prevailing market rents.

Lease: Such other terms and conditions as are acceptable to the Director of Real Estate and Director of Legal Services, it being noted that no legal rights or obligations shall arise until execution of the Lease.

B. THAT Council authorize expenditure of up to [ … ] for the re-demising and re-configuration of the premises, including architectural and other professional consultant fees; such expenditures to be recovered from net rent to the City. Source of funds to be the PEF.
