Appointment of Chief Licence Inspector
THAT Council appoint Barb Windsor as the City’s Chief Licence Inspector.

Pacific National Exhibition: Appointment of a New Board Member
THAT Council approve the appointment of General Manager of Human Resource Services, Kevin Ramsay, as a Board member of the Pacific National Exhibition (PNE) Board of Directors, in place of retiring General Manager of Human Resource Services, Mike Zora, for a term effective from November 5, 2008 to June 30, 2009.
FURTHER THAT staff report back on governance by June 2009.

THAT Council approve the following recipients for the 2008 Cultural Harmony Awards:

2008-2011 Memorandum of Agreement between the Vancouver Police Board and the Vancouver Police Officers' Association (VPOA)
THAT the Memorandum of Agreement covering employees represented by the Vancouver Police Officers’ Association (VPOA) for the period January 1 2008 to March 31, 2011 be approved.

Lease - office space at 507 West Broadway (Cross Roads)
A. THAT Council instruct the Director of Real Estate Services to negotiate and execute a new head lease (the “Head Lease”) with Broadway Equities Inc. and PCI Cross Roads Development Inc., for approximately 86,000 gross square feet of office space in the Cross Roads development located at 507 West Broadway (the “Premises”), based on the terms as set out in the Administrative Report Lease - office space at 507 West Broadway (Cross Roads), dated October 10, 2008, at an estimated gross rent starting at $4,002,650 per annum commencing February 1, 2009; source of funding to be an increase to the Operating Budget beginning in 2009 ($2.43 million estimated), offsets from existing precinct rents ($1.0 million estimated) and from sewer, water and solid waste user fees ($825,000 estimated); and
FURTHER THAT other terms and conditions to be drawn to the satisfaction of the Directors of Real Estate and Legal Services, it being noted that no legal rights or obligations shall arise or be created until execution of the new Head Lease.
B. THAT, failing agreement on a new Head lease, Council instruct the Director of Real Estate Services to enter a lease assignment (the “Assignment”) for the Premises for the lease that is currently in place between Broadway Equities Inc. and PCI Cross Roads Development Inc. and Lululemon Athletica Inc. at an estimated gross rent starting at $4,002,650 per year commencing February 1, 2009; source of funding to be the Operating Budget beginning in 2009 including offsets from existing precinct rents ($1.0 million estimated) and from sewer, water and solid waste user fees ($825,000 estimated); and
FURTHER THAT other terms and conditions to be drawn to the satisfaction of the Directors of Real Estate and Legal Services, it being noted that no legal rights or obligations shall arise or be created until execution of the Assignment agreement.
C. THAT, subject to approval of A and B above, Council approve $7.0 million for tenant improvements at CrossRoads and within the City Hall Precinct; source of funds to be first from any surplus in the 2008 Operating Budget and, subject to report back, the remainder to be provided from the 2009 Capital Budget.
The relevant report remains sensitive and cannot be released.
