Indemnification Agreement - Large-Scale Window Graphics on Privately Owned Buildings ("Building Wraps")

A. THAT Council authorize the General Manager of Olympic and Paralympic Operations to enter into indemnification agreements as necessary and applicable, that indemnify individual private property owners for any liability or claims that may arise as a result of the affixing of large-scale window graphics by the City on their property, on terms and conditions satisfactory to the General Manager of Olympic and Paralympic Operations and the Director of Legal Services.

B. THAT Council approve the installation of large-scale window graphics (“Building Wraps”) on such buildings within the City of Vancouver as may be selected by the General Manager of Olympic and Paralympic Operations, for the purpose of celebrating the 2010 Olympic and Paralympic Games. Such installations to be in place not before January 1, 2010 and not after March 31, 2010 and subject to Council approval of the Look of the City Project Budget (to be presented in January, 2009).

Purchase of 522 Alexander Street

A. THAT Council approve the purchase of 522 Alexander Street, legally described as Parcel Identifiers: 015-603-172 and 015-603-199, Lots 12 and 13 Block 42 District Lot 196 Plan 196 for consolidation with the adjacent City owned site at 590 Alexander Street for the development of social and supportive housing at a purchase price $1,650,000 with funding to be provided from the Property Endowment Fund (25%) and City–Wide Development Cost Levies allocated to replacement housing (75%).

B. THAT Council approve a budget of $100,000 for an environmental assessment of the soils on the site and on 590 Alexander Street, with funding to be provided from the 2008 Capital Budget (Affordable Housing).

C. THAT Council approve the demolition of 522 Alexander upon vacant possession, unless the existing building can be incorporated into the social and supportive housing project to be developed on the consolidated lot, with the cost of demolition to be paid by BC Housing Management Commission as agreed upon in the Memorandum of Understanding between BC Housing and the City dated for reference October 29, 2007.

E. THAT no legal rights or obligations shall arise or be created from A, B or C above until all legal documentation has been executed in full and on terms and conditions to the satisfaction of the City’s Director of Legal Services.
