1. Liquor Policy Motion (Video Clip of this Item)
Vancouver City Council, at its meeting on April 3, 2007, agreed to refer the following motion to a future Standing Committee meeting in order to hear from speakers:

SECONDED by Councillor Capri
WHEREAS:
(a) The Liquor Store Guidelines adopted in November 2004 provide for a maximum of one Type 1 liquor store (selling beer and/or wine only) to locate in a Local Shopping Area (LSA) that has no liquor store of any kind;
(b) The Liquor Store Guidelines amended by Council in January 2007 allow for existing Type 1 liquor stores to add spirits to their product range, after 12 months of positive business history in the community, effectively providing full liquor service in those LSAs;
(c) Some Type 1 liquor stores, those operated under the LDB Act, are restricted to wine only sales;
(d) These wine only stores are restricted from selling a full range of liquor products, and the Guidelines prohibit the location of a second liquor store in an LSA, some LSAs are effectively prevented from having full range of liquor products;
THEREFORE BE IT RESOLVED THAT the Liquor Store Guidelines be amended to provide for the consideration of a second Type 1 liquor store in those LSAs where the existing liquor store is restricted to selling wine only, to potentially provide for a full range of liquor products.
