SUBJECT:
Update to "2005 Community Services Grants Allocations" Report - Funding Changes
On March 17, 2005, City Council approved an increase to the Community Services Grants budget by $ 500,000, with the instruction that staff report back, by the end of April, 2005, on how Council should prioritize the allocation of this additional funding.
In the Community Services Grants Allocations report to be considered by the CS & B Committee on March 31, 2005, recommendations J.1 and J.2 are submitted for Council's consideration. If Council approves recommendation J.2, the report proposes that the required additional funding come from Contingency Reserve; but with the addition to the grants budget noted above, there will be sufficient funding available within this budget to be able to approve these five grants without having to access Contingency Reserve.
It is evident from Council's resolution that they would like to see a plan for allocating the entire $500,000 so that they have the complete context for the decisions to be made on the uses for this funding. Social Planning staff have not yet completed the specific recommendations for using all of this funding, but we have determined that one of the recommendations will be to provide the funding required ($47,100) to fully fund the grants listed in recommendation J.2.
In order to expedite the process for these community agencies, staff is recommending that Council approve J.2 in the 2005 Community Services Grants Allocations report, with the required additional funding coming from the approved $500,000 addition to the grants budget, in advance of the report on the uses of this budget increase.
