390 Main Street Phase Two Renovation - Award of Construction Contract
RECOMMENDATION
THAT the contract for 390 Main Street Phase Two Renovation be awarded to Parkwood Construction Ltd. to a maximum amount of $382,019 plus GST; with funding provided from the Downtown Eastside Economic Revitalisation capital and cost sharing contribution from the Province and West Economic Diversification of Federal Government.
GENERAL MANAGER'S COMMENTS
The General Manager of Corporate Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Council approval is required for contracts over $300,000.
Contracts are to be awarded on the basis of best value for the City.PURPOSE
The purpose of this report is to request Councils approval to award a contract for the Phase Two Renovation of 390 Main Street to the low bidder Parkwood Construction Ltd.
BACKGROUND
On November 16, 2004, Council approved $630,000 for Phase Two of capital improvements in 390 Main Street to accommodate The Centre For Business and Community Development; source of funding to be $230,000 from 2003 Downtown Eastside Unallocated Funding Account and $400,000 from Western Economic Diversification and the Province.
DISCUSSION
From an open request of expressions of interest for prequalification of general contractors, five contractors were prequalified to submit tenders for the project. Complete tenders were received as follows:

Parkwood Construction Ltd.

Turn-Key Construction Ltd.

Westport Construction Ltd.
$445,400
On the basis of best value it is recommended the contract be awarded to Parkwood Construction Ltd., the low bidder, in the amount of $382,019 plus GST. Parkwood Construction Ltd. met all the requirements of the tender documents.
The contract value is within the amount budgeted for this portion of the project.
All tenderers have been advised of this recommendation.
Financial Implication
The proposed capital improvements for the City-owned building at 390 Main Street are required for a creation of a Centre for Business and Community Economic Development.
Funding for this contract is provided from the budget allocation of $630,000 approved on November 16, 2004.Conclusion
The tender process was carried out according to the City policy and low bid, Parkwood Construction Ltd. met all the requirements of the tender documents. The contract value is within the amount budgeted for this portion of the project.
