RECOMMENDATION

The above grants are already incorporated into the 2005 Operating Budget. Therefore, this is not a request to provide additional funding or to adjust the budget.

CITY MANAGER'S COMMENTS

COUNCIL POLICY

Section 206(1)(i) of the Vancouver Charter provides that Council may, by resolution passed by not less than two-thirds of all its members, provide for the making of money grants to any association comprised of municipalities which the Council deems it is in the interest of the City to belong to or assist.

Grants require eight affirmative votes.

BACKGROUND/DISCUSSION

The City Clerk seeks Council approval of grant monies for payment of FCM, UBCM and LMMA invoices to the City for 2005 - 2006 membership fees, as follows:

(a) FEDERATION OF CANADIAN MUNICIPALITIES

This represents an increase of $1,637.01 (2.9%) over last year. The additional cost is based on a population of 545,671 @ 11.1 cents per capita and a base fee of $100.00.

The FCM also requests an optional contribution of 1.75 cents per capita to BC's Travel Fund, supporting the participation of elected officials from small communities in FCM's National Board of Directors. Vancouver's contribution would be $9,549.24.

(b) UNION OF BRITISH COLUMBIA MUNICIPALITIES

This represents an increase of $1,533.43(2%) increase over last year. UBCM dues are calculated using the population estimates (December, 2004 release) of BC STATS, the central statistical agency of the Province of BC.

(c) LOWER MAINLAND MUNICIPAL ASSOCIATION

There is an increase of $50.00 in LMMA fees for the 2005 - 2006 term. The LMMA is the largest area association in the province, and is one of five associations working closely with the UBCM to service local government.
