1353 East 1st Avenue - Exterior Repairs - Award of Contract
RECOMMENDATION
A. THAT Council approve exterior repairs to three-storey apartment building at 1353 East 1st Avenue at an estimated project cost of $465,000; source of funding to be Property Endowment Fund (PEF).
B. THAT Council award the contract for repairs to Columbia Restoration Company Limited, in the amount of $304,000 based on the best value for the City.

COUNCIL POLICY
· Council approval is required for award of contracts over $300,000.
· Contracts are to be awarded on the basis of best value to the City.PURPOSE
The purpose of this report is to request Council's approval to award a contract for the exterior repairs to the building envelope at 1353 East 1st Avenue to the low bidder Columbia Restoration Company Limited in the amount of $304,000, excluding GST and other project costs for a total budget of $465,000; source of funding to be the PEF.
BACKGROUND
The City owns a three-storey, wood-framed residential building with 13 units, constructed in 1983 above a semi-open parking structure and located at 1353 East 1st Avenue. It was acquired in 1991 for Engineering purposes and future improvements to the major arterial intersection of Clark Drive and First Avenue. Engineering has confirmed their continued interest in retaining this site.
In 2003, leaks and water damage were noted by tenants in the southeast corner units. Several minor repairs were completed with limited success. Dubas Engineering Inc. was engaged in 2004 to review the condition of this 22-year-old building. Their initial assessment found advanced deterioration of the building envelope in several areas which were stabilized as an interim measure. Further investigation uncovered additional moisture problems and led to the recommendation for replacement of cladding with a rain screen system, installation of thermally-broken windows and improved flashing and caulking details. The repair work was detailed and tendered to prequalified general contractors.
DISCUSSION
From an Open Request for Expressions of Interest for Prequalification of general contractors with building envelope repair experience, six contractors were prequalified to submit tenders for the project. Two contractors withdrew due to workload. Completed tenders were received as follows:

On the basis of value, it is recommended the contract be awarded to the low bidder, Columbia Restoration Company Limited. Columbia Restoration Company Limited has complied with all requirements of the tender. All tenderers have been advised of this recommendation.

IMPLEMENTATION PLAN
This work will be scheduled to minimize disruption to existing tenants in 10 suites. Repair work could commence in late February 2005 and would require five months to complete.
CONCLUSION
The Director of Real Estate Services recommends the repair of the residential building located at 1353 East 1st Avenue as the market value of the subject property is in excess of $1.3M.
