MEMORANDUM January 28, 2005

TO:

Vancouver City Council

FROM:

Larry Beasley, Director of Current Planning

CC:

Judy Rogers, City Manager
Syd Baxter, City Clerk
Jacquie Forbes-Roberts, General Manager of Community Services

SUBJECT:

Sustainable Community Assessment for Southeast False Creek

The purpose of this memo is to present the (attached) Sustainable Community Assessment to Council for information.

The report was prepared in response to Council's request "that a consultant be retained to develop an advanced public investment model that considers the economic, social and environmental benefits of developing a model sustainable community in Southeast False Creek (e.g., "full cost accounting", "triple bottom line accounting", and/or "multiple accounts evaluation") using a gender-responsive lens".

The Sustainable Community Assessment framework is derived from a Multiple Accounts Evaluation. The assessment framework has three accounts: environmental, social and economic.

The report identifies qualitative and quantitative benefits of developing SEFC as a sustainable community and is a first step in the on-going monitoring and evaluation of SEFC.

City staff prepared the report with the assistance of Eric Vance and Associates and the Sheltair Group.

Please do not hesitate to contact me should you have any questions regarding the attached report.
