Award of Contract for RFP PS04111 The Supply of Consulting Services for the Canoe Creek Sewer Separation Project
RECOMMENDATION
A. THAT, subject to the conditions set out in Recommendations B, C, and D, Council authorize a contract with Golder Associates Ltd. a subsidiary of Golder Associates Corporation to provide consulting services for the Canoe Creek Sewer Separation Project at an estimated cost of $59,861.00 plus applicable taxes subject to a contract satisfactory to the Director of Legal Services, the General Manager, Engineering Services and the Manager of Materials Management.
B. THAT, the Director of Legal Services be authorized to execute and deliver on behalf of the City all legal documents required to implement Recommendation A.
C. THAT, all such legal documents be on terms and conditions satisfactory to the General Manager, Engineering Services, Manager of Materials Management and the Director of Legal Services.
D. THAT, no legal rights or obligations will be created by Council's adoption of Recommendation A, B and C above unless and until such legal documents are executed and delivered by the Director of Legal Services.
E. THAT, funding for the purchase described in Recommendation A be provided from the 2003-5 Capital Plan, main sewers reconstruction (Canada-British Columbia Infrastructure Program).
COUNCIL POLICY
Consultant contracts over $30,000 are to be approved by Council.
BACKGROUND
On March 11, 2003 Council authorized the City Manager to, on behalf of the City, enter into the Canada-British Columbia Infrastructure Program contract agreements. As part of this Program, three sewer construction projects are eligible to receive reimbursement of 2/3 of the total project costs from the Federal and Provincial governments. The remaining 1/3 of the funding is to be provided by the City of Vancouver.
DISCUSSION
On December 2, 2004 the City issued a Request for Proposals (RFP PS04111) for the supply of consulting services for the Canoe Creek Sewer Separation Project. In addition to notifying incumbent suppliers to the City the competition was advertised on the City's and the B.C. Purchasing Commissions websites.
The RFP called for assistance in identifying and evaluating alternate methods of trenchless sewer installation in the portion of the alignment where conventional open cut excavation options are not considered practical due to the required depth of installation or other physical site constraints as well as assistance in preparation of specifications for Tender documents to carry out the construction of the trenchless sewer installation portion of the project.
Two (2) Proposals were received and opened on January 7, 2005. Both Proposals were found to be compliant and were referred to the General Manager, Engineering Services and the Manager of Materials Management for evaluation and report.
The RFP process and evaluation process was facilitated by the Materials Management Branch of Corporate Services. The evaluation team consisted of representatives from Engineering Services, Sewage and Drainage Design Branch. Proposals were evaluated by team members individually and a composite score was assigned to each proposal based on weighted criteria. Pricing was then combined with the team composite score to provide an overall rating.
The City's objective for this RFP is to establish a contractual relationship with a vendor who has the capability and experience to provide consulting services for the Canoe Creek Sewer Separation Project that will include:
· Reviewing existing information and providing a recommendation on the requirement for additional geotechnical investigation;
· Assist in preparation of preliminary and final design;
· Finalize route selection;
· Prepare contract specifications and assist with contract tender documents and evaluation of potential bidders;
· Provide field services during constructionGolder Associates Ltd. scored the highest at 81.40 out of a possible 100 points.

The recommendation that the City execute a contract with Golder Associates Ltd is supported by the following:
· Golder Associates Ltd. has a demonstrated understanding of the workings of a major municipal government and the time limitations and requirements for this project;
· Golder Associates Ltd. has demonstrated corporate experience in relevant projects comparable to this project;
· Golder Associates Ltd. has demonstrated the ability of staff proposed to be assigned to this project;
· Golder Associates Ltd. has achieved the highest overall RFP score.FINANCIAL IMPLICATIONS
Funding is available in the 2003-5 Capital Plan, main sewers reconstruction (Canada - British Columbia Infrastructure Program). Funds are required at this time for the consulting costs of $59,861.00
CONCLUSION
The recommendation to authorize a contract with Golder Associates Ltd. is deemed to provide best value for the City over the term of the contract. Based on the proposals submitted, Golder Associates Ltd was the leading proponent demonstrating that their solution would be best able to provide the service requirements to the City.
