Recommendations Route Priorities
for the 2006-2008 Cycling Capital Plan
The BAC recommends to Council that this priority list serves as guidance for future development of the bicycle network.
The list is based on the roads and routes mentioned in the 1997 Transportation Plan, 1999 Bicycle Plan, and the 2001 Downtown Transportation Plan. It is recognized that as opportunities emerge, some lower priorities may proceed before higher priorities.
Priority A - Highest
The highest priority is the upgrade of Burrard Bridge and then followed by the completion of the Downtown Transportation Plan by 2008, at the latest.
In order of importance:
· Burrard Bridge cycling upgrades
· Projects approved in 2004 but not completed in 2004.
· Downtown Transportation Plan as listed (GR 1)
· Homer St.
· Waterfront Road
· Robson St. as discussed at BAC
· BAC proposed extensions of bike lanes on select downtown roads.
· RAV (2) Fraser River Crossing
· 2005 TransLink Cost Share ProgramsPriority B - Next Highest
· RAV (1) Cambie Bike Lanes into Downtown, (3) Station Access, (4) Train Car Design
· Point Grey Rd. / Cornwall St. Corridor
· Central Valley Greenway (by March 2007)
· Southeast False Creek Cycling Facilities
· CP Railway Corridor Bike Pathway
· Kingsway Bike Lanes from Main St. to Burnaby
· 49th Ave. Bike Lanes
· Heather Bikeway extension 37th Ave. to Fraser River
· 22nd Ave. Bike Lanes
· King Edward Bike Lanes
· S.W. Marne Drive Bike Lanes Upgrade
· Carnarvon / Balaclava Bike RoutePriority C - High
· BC Parkway Upgrade and bridge across Boundary Rd. (perhaps in time for 20th anniversary in 2006)
· Granville Bridge Deck Improvements
· Cyclist Push Buttons or Sensor in Road (or above) at semi-actuated signals
· RAV Feeder Network to Stations
· Pacific Boulevard Bike Lanes (2005)
· Harbour Route
· Granville Street Transit Mall Bike Facilities (should be done by 2006 in time for the Sustainable Cities convention)
· Convention Centre Cycling Facilities paths and bike lanes (2005)
· Existing Bike Routes upgrade program (higher used routes first priority)

· Kent Ave - Bike Route completion from Boundary Rd. and towards the west, linking with abandoned rail line in front of TransLink bus depot.
· Remainder of Greenway Development list with target completion dates. For those with no completion dates then by 2008. (GR 1)
· Remainder of Associated with Developments list with target completion dates. For those with no completion dates then by 2008. (GR 1)
· Remainder of Associated with Arterial Improvements list with target completion dates. For those with no completion dates then by 2008. (GR 1)
· Rest of 1999 Bicycle Plan list that has not been covered by any other list or commented in this priority list. Completion by 2008 with routes south of 10th Ave having priority.Priority E - Other Priorities not Contained in the Plans

(Many cyclists would prefer the bike lanes on the road. Some cyclists prefer a sidewalk solution where cycling is separated from cars and pedestrians on each side of the bridge.)
