It has been brought to our attention by Councillor Ladner that the recommendations outlined in this report, due to be considered by Council on Tuesday, November 30, 2004, are not structured as intended.

It is intended that Council:

_ Approve Recommendation A, to receive the report for information and refer it to the Special Meeting of Council set for December 7, 2004, to hear delegations; and

_ THAT Recommendation B also be received for information and referred to the Special Meeting of Council.

Staff had not intended to have Council give an opinion on the matter prior to hearing the delegations.
