A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, November 2, 2004, at 9:30 a.m., in the Council Chamber, Third Floor, City Hall.

ADOPTION OF MINUTES

The Minutes of the Standing Committee on Transportation and Traffic meeting of October 5, 2004, were adopted.

RECOMMENDATION

1. Clark Drive at 6th Avenue - Left Turn Bay (File 5757)

The Committee had before it an Administrative Report dated September 22, 2004, in which the General Manager of Engineering Services sought Council's approval for the construction of a left turn bay on Clark Drive at 6th Avenue.

Scott Edwards, Strategic Transportation Planning Engineer, provided an overview of the report and distributed a detailed map outlining the project area (on file). Mr. Edwards described the benefits of the proposed turn bay and noted the importance of timing on this project in relation to funding partners and other projects, such as False Creek Flats development, completion of the VCC Skytrain Station, and Central Valley Greenway.

Mr. Edwards, together with Dave Rudberg, General Manager, Engineering Services, and Ian Adam, Assistant City Engineer, responded to questions regarding funding, monitoring, neighbourhood traffic, Central Valley Greenway timelines and planned TransLink bus routes.

Richard Campbell, Director of Active Transportation, Better Environmentally Sound Transportation (BEST), highlighted concerns about the proposed turn bay regarding integration with other developments, the lack of a north crosswalk, the need for connections for cyclists' access and the importance of notifying bicycle groups (brief filed).

Staff responded to questions regarding consultation with the Bicycle Advisory Committee, the Showcase project, addressing the steep hill for cyclists, the Central Valley Greenway, sidewalk improvements, planned pedestrian connections and timelines.

THAT the Committee recommend to Council

A. THAT a northbound left-turn bay on Clark Drive at 6th Avenue as shown in Appendix 1 of the Administrative Report dated September 22, 2004, entitled "Clark Drive at 6th Avenue - Left Turn Bay", be approved for construction at an estimated cost of $3,300,000 ($1,300,000 of this amount has been previously approved and expended for property acquisition) with funding from the following sources:
· 2003 Street Basic Capital for Clark-Knight Corridor Improvement $1,070,000 (Order Group CB1EA4AX2X)
· Cost- shared funding contribution from Translink $1,070,000
· Federal Border Infrastructure Fund $500,000
· Cost-shared funding contribution from False Creek Flats Developers $660,000.

B. THAT the Operating Budget for traffic signals and road markings be increased by $1,500 annually, commencing in 2006 and subject to budget review.

2. City Employee Trip Reduction Strategies - Transportation Demand Management (TDM) Report Back (File 5561)

The Committee had before it an Administrative Report dated October 8, 2004, in which the General Manager of Engineering Services in consultation with the General Managers of Corporate Services and Human Resources provided a summary of the consultation with employee unions regarding implementation of transportation demand measures and sought Council's approval to proceed with the Employer Transit Pass Program and direction on implementing employee pay parking.

Tom Timm, Deputy City Engineer, provided an overview of the report and consultation with employee unions and exempt staff associations regarding the Employer Transit Pass program and the paid parking initiative. He noted most collective agreements are silent with regard to free or paid parking, with the exception of CUPE Local 15. Mr. Timm outlined options available to Council and noted Human Resources, Corporate Services and TransLink staff were present to answer questions.

Mr. Timm, together with Carolyn Drugge, Civic Employee Sustainability Program Coordinator, responded to questions regarding employee TDM programs, equity issues, past practices and the bargaining process.

Tom Hammel, Vancouver Association of Civic Managerial and Professional Staff, noted staff support the goal of reducing greenhouse gas emissions and the Transit Pass Program. He also noted negative feedback was received regarding paid parking. Mr. Hammel indicated the importance of flexibility as some staff will not be able to use the Transit Pass Program, many use different modes of transportation intermittently and that there is a lack of parking spaces. Mr. Hammel recommended that staff be treated equally, the Transit Pass subsidy be increased, the car pool program and other options, such as tele-commuting, be expanded and the impact of initiatives be measured.

Paul Faoro, President, CUPE Local 15, spoke in support of the Transit Pass Program and spoke against the proposed parking charges. Mr. Faoro highlighted that employees at all work sites be treated equally, and recommended the City subsidize the carpool program and fund promotion and management of the program. He also recommended having a flexible system of alternatives in place, a compressed work week for City employee groups to help reduce trips, and a Task Force of staff and civic unions to evaluate the system and report to Council in 2006. In response to a question, Mr. Faoro agreed to provide a list on components of a trip reduction program.

Staff responded to questions on carpool vehicle replacement, car co-ops, the Guaranteed Ride Home program, the impact of paid parking on neighbourhoods, the number of unions and timing of collective bargaining and ongoing discussions about the City's priorities for trip reduction, alternatives and education.

In response to questions, staff agreed to provide a report back on the employee car pool program, as well as report back on components of City employee trip reduction programs, options and costs, and provide a memo on the number of staff who get cars and parking spaces as part of their positions.
