ON CITY SERVICES AND BUDGETSOCTOBER 21, 2004
A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, October 21, 2004, at 9:30 a.m., in Council Chamber, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on City Services and Budgets meetings of September 16 and September 30, 2004, were adopted.
RECOMMENDATION
1. "SeaVancouver" - The Vancouver Waterfront Festival 2005 (File 4201)
The Committee had before it an Administrative Report dated September 27, 2004, in which the Director Office of Cultural Affairs, sought Council approval of a grant to the SeaVancouver Festival Society for the planning and development of the first annual SeaVancouver Festival. He also sought approval in principle, of a second grant subject to conditions outlined in this report, for the implementation of the festival. The City Manager recommended approval.
Burke Taylor, Director Office of Cultural Affairs, reviewed the report and responded to questions regarding policing costs, timing and organizational process for the event, as well as financing and sustainability.
Anne Phelps, SeaVancouver, explained the premise of the proposed festival and the need in Vancouver for events everyone can enjoy. She also responded to questions regarding the organizations involved with SeaVancouver and the marketability of such an event.
Rick Antonson, Tourism Vancouver, indicated this is a tremendous event that amalgamates many ideas that have been circulating for years and noted Tourism Vancouver supports this initiative.

THAT the Committee recommend to Council
A. THAT Council approve a grant of $50,000 to the SeaVancouver Festival Society for detailed planning and development of the first annual SeaVancouver Festival; source of funds to be the Opportunity funds set aside from the 2003 Operating budget.
B. THAT Council approve in principle, a further grant of up to $94,000, subject to the conditions outlined in the Administrative Report dated September 27, 2004, entitled SeaVancouver The Vancouver Waterfront Festival 2005, to the satisfaction of the Directors of Cultural Affairs and Finance, source of funds to be the Opportunity funds set aside from the 2003 Operating budget; and, that up to an additional $333,000 be provided from the matching Cultural Capitals funding provided by the Government of Canada through the Department of Canadian Heritage.

2. Drinking Water Conservation Measures and Water Metering Initiatives for the City of Vancouver (File 3753)
The Committee had before it an Administrative Report, dated September 28, 2004, in which the General Manager of Engineering Services provided Council with the issues related to the long-term drinking water supply and demand within the Greater Vancouver Water District (GVWD),the results of the recently completed GVWD study on drinking water conservation measures and their implications, recommendations on sustainable water conservation measures and specific recommendations on additional water metering initiatives. The General Manager of Engineering Services and the City Manager recommended approval.
Susan Clift, Waterworks Engineer, reviewed the report and responded to questions regarding rainfall and periods of concern, current and future metering initiatives, availability and certification of new meters, financing and budgeting of the recommendations, placement of and access to water meters, numbers for voluntary metering, gray water use, industrial and residential water rates, and reports back to Council.
Tom Timm, Deputy City Engineer, provided information regarding water pricing, individual and universal metering initiatives, and clarification of summer watering restrictions.
Ivan Bulic, SPEC, encouraged Council to seriously consider this proposal as metering results in conservation, and cautioned Council about relying on the long-term analysis included in this report. Mr. Bulic commended staff and Council and indicated that the report is a good start.
Bev Ballantyne generally supported the recommendations, but expressed concerns about the phrase in principle included in staffs recommendations.
In response to concerns raised by the foregoing speaker, staff advised a report back on the steps necessary to implement these specific water-metering initiatives could be ready in spring 2005.

THAT the Committee recommend to Council
A. THAT Council urge the Provincial Government to change the BC Plumbing Code to require ultra-low flow toilets, water efficient fixtures, and the elimination of non-recirculating cooling systems in new residential construction.
B. THAT Council approve a program of water loss management including system metering, pressure reduction and enhanced leak detection, subject to approval of funding in the 2005 Capital and Operating Budgets.
C. THAT Council approve funding from the Water Reserve, on a one-time basis, for a $20,000 pilot project for the purchase and distribution of subsidized indoor water conservation kits, in advance of the 2005 Operating Budget.
D. THAT Council adopt, in principle, the following specific initiatives as a first step in implementing additional water metering in the City of Vancouver:
a. Subsidizing of voluntary metering of one- and two-family dwellings
b. Mandatory installation of in-ground meter boxes when new water services are installed for one- and two-family dwellings
c. Metering of Vancouver Park Board use of City of Vancouver supplied water.
E. THAT Council instruct staff to report back on the steps necessary to implement these specific water-metering initiatives.
