Business License Hearing Panels for September 15, 2004,
September 16, 2004 and September 28, 2004RECOMMENDATION
THAT Council delegate the holding of three business license hearings presently scheduled for September 15, 2004 from 9:30 a.m. to 12:30 p.m., September 16, 2004 from 7:30 p.m. to 10:30 p.m. and September 28, 2004 from 9:30 a.m. to 12:30 p.m. to a panel of three Council Members, pursuant to Section 277.1 of the Vancouver Charter, as follows:
The business license hearings pursuant to Section 275 of the Vancouver Charter regarding referrals to Council by the Chief License Inspector for the year 2004 business licenses and the power to make a Council decision in relation to those hearings be delegated to:
September 15, 2004:
Councillor Ellen Woodsworth, Chair
Councillor Fred Bass
Councillor Sam Sullivan
Councillor Anne Roberts, AlternateSeptember 16, 2004:
Councillor Tim Louis , Chair
Councillor Raymond Louie
Councillor Ellen Woodsworth

Councillor Peter Ladner, AlternateShould any of the above Members of Council be unable to attend the hearings, the hearings and the power to make a Council decision in relation to those hearings be delegated to the remaining two Councillors and the alternate Councillor.
CITY MANAGER'S COMMENTS
The City Manager RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Section 277.1 of the Vancouver Charter gives Council the power to delegate the holding of a business license hearing under Section 275 or Section 278, or an appeal under Section 277, by Resolution to one or more Council Members. On November 30, 1999, Council adopted a procedure relating to business license hearings whereby the hearings will generally be conducted before a panel of three Members of Council, although Council may designate that a hearing be conducted before a panel comprised of a greater number of Members of Council.
BACKGROUND
The Vancouver Charter confers on Council the power to delegate the holding of business license hearings to one or more Members of Council. Council must designate, by Resolution, Members of Council who will deal with each specific hearing.
CONCLUSION
Staff recommend that Council pass the RECOMMENDATIONS contained in this report.
