RECOMMENDATION
THAT the house at 1824 West 11th Avenue be added to the Vancouver Heritage Register as a C-listing.

COUNCIL POLICY

PURPOSE
This report recommends that Council amend the Vancouver Heritage Register to add the house at 1824 West 11th Avenue as a C-listing.
BACKGROUND AND SUMMARY
Staff have evaluated and concluded that the house at 1824 West 11th Avenue merits addition to the Heritage Register. The owner is seeking a relaxation to the Zoning and Development By-law through the Director of Planning to allow an infill dwelling to be constructed on the property. The ability to access this relaxation is conditional upon Council's approval to add this building to the Heritage Register.
DISCUSSION
The house at 1824 West 11th Avenue was built in 1912. It is a good example of the Craftsman style. It was not included in the original Heritage Register because its architectural integrity had been compromised by the addition of inappropriate materials. These have since been removed and the exterior is being rehabilitated.
The Heritage Register is the basis by which buildings may be considered for incentives to encourage retention and restoration. Relaxations to the Zoning and Development By-law can be achieved through Section 3.2.5, which allows the Director of Planning or the Development Permit Board to consider whether literal enforcement of the By-law would result in unnecessary hardship for a building on the Heritage Register.
In this case, the owner is seeking to construct an infill dwelling in the rear yard. This requires the Director of Planning to approve floor area that exceeds the permitted maximum 0.75 FSR by no more than 10%. The Director of Planning has determined that the intent of the RT-8 District Schedule is being met, and this additional floor area may be approved subject to the building being added to the Heritage Register. Further, the extent of relaxations and related economic gain to the owner is not significant enough to justify requiring heritage designation.
The Heritage Commission will be considering this nomination for the Heritage Register on July 19, 2004. The Commission's advice will be reported to Council prior to its consideration of the matter.
CONCLUSION
The house at 1824 West 11th Avenue has been evaluated by staff and is considered worthy of addition to the Heritage Register as a C-listing. This will allow the Director of Planning to relax provisions of the Zoning and Development By-law to permit an infill dwelling. The retention and rehabilitation of the heritage house is compatible with the intent of the RT-8 District Schedule. Therefore, staff recommend that Council support the addition of this building to the Heritage Register.
