RECOMMENDATION

CITY MANAGER'S COMMENTS

COUNCIL POLICY

Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the Archivist, City Surveyor, representatives of the Planning, Permits & Licensing, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.

PURPOSE

This report seeks Council approval for naming the at grade public road between Howe Street and the north end of Thurlow Street as Waterfront Road (Appendix A).

DISCUSSION

Waterfront Road is the current street name formally applied to the stretch of road which runs at grade from Howe Street east to Dunlevy and informally applied to the stretch of road running west to the north end of Thurlow Street. Historically this road has been a private, at grade road, primarily serving CP Rail, the Vancouver Port Authority and other developments along its length. Governance of this private road is loosely mandated through an agreement known as the "Five Party Agreement". Spanning this private road on viaduct structures are dedicated roads: a portion of the 200 block of Burrard Street, the 800 and 900 blocks of Canada Place, and a portion of 200 block Howe Street.

On September 10, 2002, Council established a section of new road running from the north end of Thurlow Street east to the west property line of Burrard as part of the Convention Centre Expansion shell zoning. This new portion of road forms the 1000 block of Canada Place; however, it is noted that with the construction of the Convention Centre expansion a viaduct network will be constructed similar to the developments to the east. A new ramp on the 1000 block of West Cordova will provide access to the at grade road under the viaduct.

Considering that there will be a two level roadway with the at grade road serving as an arrival, delivery and emergency response point, it is practical to differentiate the at grade road from the elevated road running in the same alignment. The formal name for the at grade road between Howe Street and Thurlow Street is proposed as Waterfront Road as it is currently operating under that name and is an extension of the formally named Waterfront road to the east. Canada Place will remain the name for the elevated roadway.

CONCLUSION

The Street Naming Committee recommends Council approve the name Waterfront Road for the at grade public road between Howe Street and the north end of Thurlow Street.
