RECOMMENDATION

COUNCIL POLICY

Policies governing the Local Improvement process are set out in the Vancouver Charter and Local Improvements Procedure By-law.

On April 8, 2004, Council approved a report that would significantly revise the cost share divisions for all new sidewalk projects.

PURPOSE

Projects by Petition have been advanced under the provisions of the Local Improvements Procedure By-law and will come before a Court of Revision on June 9, 2004.

Projects to be cancelled

The following sidewalk projects are being cancelled primarily because rates quoted at the time are being significantly revised following Council's approval on April 8, 2004, of the Sidewalk Report. These five projects were approved prior to year 2000. Construction of the sidewalks has been delayed due to construction issues, design issues as well as tree issues. Cancellation of these projects would also allow closure of very old working accounts. Once the construction issues have been resolved these projects would be reinitiated.

1. Court #566, Item #066, for sidewalk reconstruction on the North Side of 4th Avenue from Yew Street to Arbutus Street.
2. Court #580, Item #015 for sidewalk on the West Side Boundary Road from 11th Avenue to 190 feet north
3. Court #580, Item #043, for sidewalk reconstruction on the West Side of Oak Street from 12th Avenue to 13th Avenue
4. Court #585, Item #035, for sidewalk reconstruction on the East Side of Clark Drive from Kingsway to the lane south of Kingsway
5. Court #585, Item #036, for sidewalk reconstruction on the South Side of Kingsway from Knight Street to the west property line of Lot 2 of C&D of 1-2 Block 13 DL 301 Plan 8410

FINANCIAL IMPLICATIONS

Capital Funds

Funds for the City's share of the projects are available from existing Engineering Department Basic Capital Accounts or are subject to approval of the 2004 Streets Basic Capital Budget.
