Request for Approval and Reimbursement to Attend Course
RECOMMENDATION
THAT Council approve the attendance and reimbursement of seven Vancouver Heritage Commission members to attend the course being offered by the City Program of Simon Fraser University on June 3, 2004, regarding the Use of Statements of Significance for the Conservation of Cultural Landscapes and Historic Districts for a total reimbursement of $1,365. Source of funds to be City Clerk's Department 2004 Operating Budget.
CITY MANAGER'S COMMENTS
The City Clerk's 2004 Operating Budget contains a total of $2,000 to cover course and conference reimbursement for members of all advisory committees to Council. At present, there are more than ten such committees. As a rule of thumb, each committee is allotted $200 each year to cover courses and conference attendance.
The request of the Vancouver Heritage Commission significantly exceeds the individual committee allotment of $200 and would leave approximately $700 to cover courses and conference attendance for the other advisory committees to Council. It is, therefore, recommended:
THAT Council approve the attendance and reimbursement of two Vancouver Heritage Commission members to attend the course being offered by the City Program of Simon Fraser University on June 3, 2004, regarding the Use of Statements of Significance for the Conservation of Cultural Landscapes and Historic Districts for a total reimbursement of $390.
COUNCIL POLICY
There is no applicable Council Policy.
PURPOSE
To request City Council approval of funding to allow seven members of the Vancouver Heritage Commission to attend the course "The Use of Statements of Significance for the Conservation of Cultural Landscapes and Historic Districts".
BACKGROUND
The Vancouver Heritage Commission was created by Council under by-law number 4800. Section 5 of the by-law states the following:
The terms of reference of the commission shall be to advise Council on the following matters which may be referred to it by Council from time to time:
a. the need for preserving heritage buildings, structures, or lands which collectively represent a cross-section of all periods and styles in the City's historic and cultural evolution;
b. the costs and benefits of the preservations;
c. the compatibility of preservations with other lawful uses of the buildings, structures, or lands;
and in particular, to make recommendations to Council respecting the designation of heritage buildings, structures, and lands and the demolition, preservation, alteration, or renovation of those buildings, structures, and lands.The City Program of Simon Fraser University is offering a course on June 3, 2004 that focuses on how key features of cultural landscapes can be integrated into "Statements of Heritage Significance". These statements are an important preservation planning tool for local governments. The course is presented in a workshop format and the participants will draft a "Statement of Significance" about a cultural landscape or a historic distance. This course is of interest to planners, architects, landscape architects, heritage conservation consultants, archeologists, engineers, historians, local government officials, and others.
At its meeting on May 17, 2004, the Vancouver Heritage Commission resolved the following:
That, subject to Council approval, Megan Balmer, Scott Barett, James Burton, Denise Cook, Cheryl Cooper, Karen Jarvis, and Richard Keate represent the Vancouver Heritage Commission at the course "The Use of Statements of Significance for the Conservation of Cultural Landscapes and Historic Districts" on Thursday, June 3, 2004 at Shadbolt Center, 6450 Deer Lake Avenue, Burnaby, BC at a cost of $195/person (total $1,365); and
Further that the Commission members request this be approved as Statements of Significance form the cornerstone of the work they do as members of the Vancouver Heritage Commission.
FINANCIAL IMPLICATIONS
A fee of $195 (includes GST) per person is being charged. The Vancouver Heritage Commission is requesting approval to send seven members at a total cost of $1,365.
