RECOMMENDATIONS
THAT City Council approves a grant of $10,000 to assist in hosting the
Chief Constable's Appreciation Night at the 2004 Canadian Chiefs of Police Conference; funding to be provided from the 2004 Contingency Reserve.GENERAL MANAGER'S COMMENTS
The Chief Constable recommends approval of the foregoing.
COUNCIL POLICY
Approval of grants requires eight affirmative votes of Council.
PURPOSE
To authorize support for the National Conference of the Canadian Association of Chiefs of Police to be held in Vancouver in August 2004.
BACKGROUND
The Canadian Association of Chiefs of Police (CACP) was founded in Toronto on September 6, 1905. It was first known as the "Chief Constables Association of Canada" and adopted its current name in the early 1950's. It was incorporated by Letters Patent under Part II of the Canada Corporation Act in 1968, as a non-profit organization.
The CACP enables Chiefs and Officers from across the country the opportunity to exchange ideas on trends, practices and innovations in policing.
The Association pursues its vision of excellence in policing by:
- Encouraging the highest standards of professional practice and service;
- Enhancing an understanding of policing and its impact on the public sector;
- Advocating the values and ideals of policing;
- Expanding and exchanging knowledge about policing;
- Contributing to the resolution of key issues in policing;
- Promoting the education and professional development of police officers.CACP holds its annual national conference in various cities across the country. This year the conference comes to Vancouver. The last conference in Vancouver was in 1988.
DISCUSSION
As noted previously, the CACP National Conference will be held in Vancouver from August 21st to 25th, 2004. This conference will attract over one thousand attendees, four hundred of whom are Chiefs of Police and Executive Officers from across Canada and Internationally. The program this year is Promoting Excellence for Police Executives. This conference will provide a significant opportunity to discuss policing issues with officials from all levels of law enforcement, as well as from various levels of government. We expect to identify and explore new opportunities for developing relationships, programs and services that will help set new directions in providing police services. CACP 2004 will be an example to learn from and will build new possibilities and models of co-operation within the law enforcement community.
Delivering a conference of this magnitude is a significant task. Financial support to host this conference is made up of contributions from federal and provincial agencies, the private sector, and registrants. The Vancouver Police Department, as the host agency, is absorbing the cost of staffing the co-ordination of this event. The financial support of the City of Vancouver is crucial to the overall success of this conference, as it illustrates the spirit of co-operation and unity between Council and the Police. We want to ensure that our visitors know that the City of Vancouver is a leader in forming strong partnerships, by demonstrating its' commitment to the police community.
For the 2004 conference I am requesting that City Council assist in sponsoring the Chief Constable's Appreciation Night to the extent of $10,000. It is hoped that the Mayor's schedule will permit him to bring the City's greetings and to be involved in the program. Acknowledgement of the City's contributions will be made at the conference and through conference materials.
FINANCIAL IMPLICATIONS
Direct cost of $10,000 for co-hosting sponsorship of The Chief's Appreciation Night with funding to be provided from the 2004 Contingency Reserve.
CONCLUSION
The Canadian Association of Chiefs of Police is an important organization addressing current issues in policing. It promotes excellence in policing and seeks to strengthen public safety throughout Canada. The CACP, through our conference, will contribute to the discussion of public issues and benefits from the interaction with others from across Canada and from all levels of government.
Vancouver will host the National Conference of the CACP in August 2004, expecting over one thousand Senior Law Enforcement Executives, their families and a number of security related exhibitors. Vancouver has truly earned its' reputation as one of the Best Cities in the World, and we look forward to showing off the City to our visitors. City Council is requested to help support our conference by providing financial assistance to the Chief Constable's Appreciation Night.
