Proposal:

· Redevelop existing surface parking area with a 9-storey (30.3 m or 99.5 ft.), market multi-family residential development (57 units), with retail use at the first storey.
· Total project floor space ratio (FSR) of 5.88 and floor area of 4 821 m2 (51,895 sq. ft.)
· Purchase and transfer heritage density to facilitate increased residential density beyond permitted 3.0 FSR.

Applicable Plans, Policies and Guidelines:

· Downtown District Official Development Plan (maximum total 5.0 FSR and residential 3.0 FSR, and maximum height 150 ft.)
· Victory Square Policy (not to exceed 3.0 FSR and 70 ft., in most circumstances)
· Central Business District Policy (housing encouraged area)
· Transfer of Density Policy and Procedures

Issues:

· Increased residential density (3.0 FSR to 5.64 FSR) and building height (70 ft. to 99.5 ft.)- supportable in principle, subject to further urban design analysis.

CAC Implication:

· CAC exempt, because increased residential density beyond 3.0 FSR would be obtained through heritage density transfer; however, proforma analysis requested to confirm no land lift resulting from transfer of density.

Method of Public Notification:

· Usual method, including notification of many neighbourhood groups, as is standard with applications in the DTES area.
· Open house - wait and see response to public notification.
