The Minutes of the Standing Committee on Transportation and Traffic meeting of February 10, 2004, were adopted.
RECOMMENDATION
1. "Greening" of Woodwards Parking Structure and Roof (File 8104)
The Committee had before it an extract from the Minutes of the February 24, 2004, Vancouver City Council meeting at which Council approved hearing from the Vancouver City Planning Commission at a future Standing Committee meeting in order for them to present their ideas regarding the "greening" of the Woodwards parking structure roof.
Shane Simpson, Chair, Vancouver City Planning Commission, provided an overview of the Commission's proposal that Council investigate the feasibility of a green roof project on the Woodwards parking structure, and introduced Bob Williams, Vice-Chair of the Commission, who provided a verbal presentation along with Cornelia Oberlander, Landscape Architect, and Gordon Smith, from the construction industry.
Highlights of the presentation included:
· the need for continued dialogue, collaboration and innovation;
· that there are greater implications for green roofs as the city densifies;
· the Woodwards site is an icon which the City owns;
· the benefits and opportunity of green space in that neighbourhood;
· the need for a green roof policy for the City as well as for incentives.Ms. Oberlander circulated a copy of her book on green roofs, which is available to download, as well as circulated a model of layered prefabricated drainage materials. Ms. Oberlander and Mr.Smith offered to provide technical support on the green roof pilot project.
Dave Rudberg, General Manager of Engineering Services, Clyde Hosein, Director of Facility Design and Management, Bob Macdonald, Parking Engineer, and Dale Mikkelsen, Planning Analyst, responded to questions regarding:
· the status of the Woodswards parking structure/project;
· feasibility of a retrofit to accommodate a green roof;
· structural capacity;
· parking capacity of the building and parking supply issues in the area;
· options related to size of the green roof which could be considered;
· the City's Green Building Strategy and research project with BCIT at False Creek Flats;
· Potential costs and funding source.MOVED by Councillor Louis
THAT the Committee recommend to Council
A. THAT staff be directed to work with the Vancouver City Planning Commission to determine the feasibility of building a green roof on the Woodwards Parking Structure, either in whole or in part, and to report back to Council as soon as possible.
B. THAT, as part of determining feasibility, an engineering consultant be hired in consultation with the Vancouver City Planning Commission, at a cost not to exceed $15,000.
C. THAT, as part of the Green Building Strategy, a Green Roof Policy be brought forward that would apply to the addition of green roofs to existing buildings and to the construction of new buildings.

1. Presentation by Re-Think RAV Coalition (File 5559)
Don Toffaletto, Co-Chair of Re-Think RAV Coalition (materials filed), provided a presentation on information concerning the Richmond/Airport/Vancouver rapid transit project which the Coalition believes requires further investigation before further public funds are put into the RAV line. Mr. Toffaletto suggested Council request their staff to investigate this information and further suggested that all RAV funding partners should withhold funding to the RAV line until questions concerning issues such as tunneling cost over-runs and liability to the public is satisfied.

THAT Committee recommend to CouncilTHAT staff be directed to provide a memo advising Council as to whether there are any estimated numbers associated with possible tunneling cost overruns, and include an evaluation of the formula that is in the Request For Proposals (RFP) and the protection that it provides for our taxpayers.
