Extension of Seabreeze Walk and Replacement Plan for Menchions Mews

RECOMMENDATION

CITY MANAGER'S COMMENTS

COUNCIL POLICY

Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the Archivist, City Surveyor, representatives of the Planning, Permits & Licensing, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.

PURPOSE

This report seeks Council approval for naming an extension of Seabreeze Walk for addressing purposes and approving the replacement plan for Menchions Mews.

DISCUSSION

Seabreeze Walk

The Street Naming Committee was advised that for some time there have been addresses assigned to a segment of Seabreeze Walk, between Granville and How Streets, which has not been officially named (Appendix A).

In 1993, a City-owned, east/west lot (Lot 137, False Creek, Plan 20319) between Howe and Hornby Streets, was developed as a public street and named Seabreeze Walk

A similar lot (Lot 149, False Creek, Plan 20319), between Granville and Howe Streets, was developed as a public thoroughfare, but never named. However, many years ago, Strata VR 2383, on the north side of Lot 149, was given two secondary addresses: 777 and 787 Seabreeze Walk. Furthermore, the lack of signage for Lot 149 is adding to confusion on the location of the 700 block of Seabreeze Walk.

While considering the request, the Street Naming Committee also noted that Lot 133 was unnamed.

Menchions Mews

At its meeting on December 19, 2003, the Street Naming Committee was advised that the plan in the by-law for Menchions Mews, which was approved by Council on July 29, 2003, requires a slight modification. The original plan included a small portion of a right-of-way that has subsequently been reduced and therefore no longer exists.

The Committee agreed that a replacement plan for Menchions Mews be submitted as an amendment to the Street Name By-law (Appendix B).

CONCLUSION

The Street Naming Committee recommends Council approve the name Seabreeze Walk for the segment of the public thoroughfare between Granville and Howe Streets (Lot 149) as well as an additional unnamed portion (Lot 133). The Committee also recommends Council approve the replacement plan for Menchions Mews.
