Update to "2004 Community Services Grants Allocation" Report
Requests for Reconsideration and Ineligibility Situations

   

This memo advises City Council which applicants for Community Services Grants have applied for reconsideration of the staff recommendations, and the subsequent amendments to the affected RECOMMENDATIONS in the Grants Allocations Report that will be considered by Council on Tuesday, March 9, 2004. With this memo, we are also proposing a revision to RECOMMENDATION E

Process

All Community Services Grants applicants were informed of the Social Planning staff recommendations for these grants in late February, 2004. They were advised that they could request reconsideration of the recommendations no later than March 3, 2004. All applications that are subsequently going through the reconsideration process are removed from the list of grants which are being recommended to Council at this time. The reconsidered applications will be considered by Council on April 8, 2004.

"No staff on the Board" eligibility criteria

Appendix B, in the Allocations report, describes two situations where organizations do not comply with the City policy which prohibits Society staff from being voting members of the Board of Directors. Since the report was written, a solution to this problem has been agreed to for one of the applicants - the Greater Vancouver Law Students Advice Society (GVLSAS).

UBC law students, volunteering for the Greater Vancouver Law Students Advice Society provide free legal advice to low-income Vancouver residents. The City has funded this service for many years. This organization does not meet the "staff on the Board" criteria as their By-laws state that Executive Board members will be given first priority for summer employment, and they will remain on the Board even if they are employed as staff. There are no provisions concerning potential conflict of interest.

The GVLSAS uses the City funding to help pay for a supervising lawyer and an administrative assistant, who are both employees of the Community Legal Assistance Society (CLAS). Currently, the City grant goes directly from GVLSAS to CLAS. CLAS does not permit staff to be voting members of their Board. To enable continued funding for this service, staff are recommending that this grant be transferred to the Community Legal Assistance Society. Both organizations have agreed to this arrangement. Consequently, we are proposing that RECOMMENDATION E be amended to reflect this.

Amended RECOMMENDATIONS

To avoid the confusion of one complete list of RECOMMENDATIONS, as contained in the Grants Allocations Report, and another partial list of the ones that need to be changed as a result of the requests for reconsideration, we have attached to this memo the complete set of RECOMMENDATIONS, with the required amendments. We have also attached the amended Appendices from the Grants Allocation Report that are referred to in the RECOMMENDATIONS.

The funding which had been recommended for those that are requesting reconsideration (totalling $97,800) will remain unallocated in the Community Services Grants budget until Council makes a decision with regards to these applications at the conclusion of the reconsideration process.
