The City Manager submits the foregoing for CONSIDERATION.

COUNCIL POLICY

Section 206 (i) of the Vancouver Charter provides that Council may, by resolution pass by not less than two-thirds of all its members, provide for the making of money grants to any association comprised of municipalities to which the Council deems it is in the interest of the City to belong, or assist.

Grants require eight affirmative votes.


BACKGROUND/DISCUSSION

The City Clerk seeks Council approval of grant monies for payment of FCM, UBCM and LMMA invoices to the City for 2004 - 2005 membership fees, as follows:

This represents an increase of $1,637.47 (2.9%) over last year. The additional cost is based on a population of 545,671 @ 10.8 cents per capita and a base fee of $100.00.

The FCM also requests an optional contribution of 1.75 cents per capita to BC's Travel Fund, supporting the participation of elected officials from small communities in FCM's National Board of Directors. Vancouver's contribution would be $9,549.24.

This represents a decrease of $107.53 (.28%) less than last year. UBCM dues are calculated using the population estimates (December, 2003 release) of BC STATS, the central statistical agency of the Province of BC.

There is no increase in LMMA fees anticipated for the 2004 - 2005 term. The LMMA is the largest area association in the province, and is one of five associations working closely with the UBCM to service local government.
