The General Manager of Community Services RECOMMENDS approval of A, B and C.

COUNCIL POLICY

On September 23, 1986, Council resolved that the Vancouver Heritage Register (formerly the Vancouver Heritage Inventory) be kept up to date and that amendments be referred to Council on an annual basis.

PURPOSE

This report recommends that Council adopt amendments to the Vancouver Heritage Register including the addition of publicly-nominated buildings, and deletion of buildings demolished over the past year. Also recommended in this report is the deletion of two buildings from the Heritage Register that records indicate were demolished in 1994 and 1999, along with one listed in error, and address changes for consistency of by-law administration.

BACKGROUND

The Vancouver Heritage Inventory was adopted by Council in August 1986. In December 1994, Council approved the motion that the Inventory be continued as the Vancouver Heritage Register under the provisions of new provincial legislation.

The Heritage Register is the basis by which buildings may be considered for protection through heritage designation or a Heritage Revitalization Agreement (HRA), including incentives to encourage retention and restoration. Over the last year, a total of 13 heritage buildings were protected, one of which included interior space of heritage value that was protected. Of these buildings, nine benefited from an HRA. By comparison, in 2002 21 buildings were designated, of which 15 included an HRA.

Council last amended the Heritage Register on February 11, 2003, with the addition of five buildings and deletion of three buildings, together with a number of "housekeeping" changes.

This report includes the buildings that have been nominated to the Heritage Register since that time, and those that were demolished or have had address changes in 2003. As part of the annual review of the Heritage Register, three housekeeping amendments are necessary consisting of two demolitions since 1994 and one addressing error dating as far back to the creation of the Inventory in 1986. These are presented for Council's approval.

DISCUSSION

Nominations to the Heritage Register

It is recommended that a total of three buildings listed in Appendix A be added to the Heritage Register. Two of these are as B-listings, and one is as a C-listing. All nominations have been evaluated against established criteria which includes architectural, historical and contextual significance, and the building's integrity. The nominations are supported by the Vancouver Heritage Commission. They are:

$ Beach House Apartments, 1949 Beach Avenue, built in 1949 and previously evaluated as worthy of inclusion on the post-modern inventory
$ The Boeur cottage at 3532 West 5th Avenue built in 1912 and an associated larger dwelling on the same property known as the Boeur House built in 1921

All the nominations were initiated by the owners.

Deletions From the Vancouver Heritage Register

Between January 1, 2003 and December 31, 2003, a total of six demolition permits were issued for buildings listed on the Heritage Register. One was destroyed by fire while the others were demolished as part of redevelopment. This loss represents 0.3% of a total of 2152 buildings listed on the Heritage Register as of January 2003. Three demolitions were recorded in 2002.

It was also discovered that two demolitions occurred, one in 1994 and the other in 1999, that had not been included in last year's comprehensive housekeeping report to Council on the Heritage Register. In addition, one address listing on the Heritage Register was found to be entered in error as a provincially designated site in Chinatown when the inventory was created in 1986. It was outside the Chinatown historic area, and therefore not designated, and does not warrant Heritage Register status. Council is requested to approve the removal of these nine address listings from the Heritage Register, as summarized in Appendix B.

Address Changes

A number of address changes have taken place over the past year. In order to maintain consistency with Enquiry Centre data, it is recommended that Council amend the Heritage Register by adopting the address changes of the 16 buildings listed in Appendix C.

The Heritage Register was established by Council in 1986 (then known as the Heritage Inventory). Between 1986 and 1988 there was a policy revision which affected the number of C-listings. Since 1988, the net number of buildings on the Heritage Register has declined by 149 (-6.5%). By category, the net changes are as follows: A-listings, +21 (+9.0%); B-listings, -49 (-4.2%); C-listings, -121 (-13.7%). The increase in the number of A-listings is attributable in large part to additions of 16 Post-1940's Recent Landmarks in 1993 (11) and again in 1996 (5). The last deletion of an A-listed building occurred in 1994. The following graph summarizes the annual trends of the Heritage Register since 1988.


CONCLUSION

It is recommended that the Heritage Register be amended to add three publicly nominated buildings, to delete eight buildings, to remove one address listed in error, and to amend 16 addresses that have changed or been supplemented to the City's street files over the past year.
