Proposal:
· resubdivide the 8.63 acre site from the 12 current lots into 12 more equal sized parcels within the ALR,
· create a public greenway and equestrian trail and public view point along the waterfront,
· building scheme to ensure high standards for compatible development in a semi-rural character and encouraging equestrian activity, and
· exchange 34' of the 100' wide McCleery Street r-o-w for 33' extension of the Carnarvon Street r-o-w to the waterfront.

Applicable Policy:
· Southlands RA-1 Guidelines (1987),
· Southlands Plan (1988),
· Southlands Policies and Guidelines (1988), and
· many policies related to waterfront treatment and Fraser River greenway development.

Issues:
· compatibility with and precedence for change in the adjacent RA-1 area, and
· application required through City Council to Agricultural Land Commission to subdivide within the ALR.

CAC Implications:
· Standard flat rate (site under 10 acres, no change in use).
