COUNCIL POLICY

PURPOSE

This report seeks authorization to award a contract for parking revenue control equipment for the Gastown Parkade Project to the low bidder WPS North America.

BACKGROUND

The Gastown Parkade Project is comprised of the Water Street and the Cordova Street Parkades. On April 9, 2002, Council approved redevelopment and expansion of the existing Water Street parking structure and reconstruction of the Cordova Parkade. Construction is currently underway with completion expected Summer 2004.
The parking revenue equipment will be an integrated system designed to operate both parkades.

DISCUSSION

Six of seven prequalified firms submitted proposals. Two firms were shortlisted by the Steering Committee and submitted detailed proposals.

ZEAG

$384,195

WPS North America

$348,942

On the basis of best value for the City it is recommended that the contract be awarded to WPS North America in the amount of $348,942 plus GST. Funding for the equipment will be allocated from the Parking Sites Reserve.
