AFTER EACH STAFF PRESENTATION COUNCIL WILL HEAR REPRESENTATIONS ON THE QUESTION OF WHETHER THE PROJECT SHOULD PROCEED OR NOT
AFTER REPRESENTATIONS HAVE CONCLUDED, COUNCIL WILL DETERMINE WHETHER THERE ARE ANY OTHERS WISHING TO SPEAK
