Amendment to Liquor Primary License (Concert Hall)

RECOMMENDATION

GENERAL MANAGER'S COMMENTS

The General Manager of Community Services RECOMMENDS approval of the foregoing.

COUNCIL POLICY

There is no applicable Council Policy.

PURPOSE

Four Brothers Entertainment Co., are requesting a Council resolution endorsing their application for an amendment to the existing Liquor Primary License to include the newly renovated Club Bravo venue at the Centre for Performing Arts.

BACKGROUND

On March 26, 2002, Council approved the application by Four Brothers Entertainment Co. for a Class `E' Stadium/Concert Hall at The Centre for Performing Arts subject to:

The Liquor Control & Licensing Branch issued the provincial liquor license on April 23, 2003. The operator subsequently renovated a previously unused portion of the building into the Club Bravo and now wishes to include this as part of the licensed liquor service area. Liquor Control & Licensing Branch regulations deem this request to be an increase in capacity for a Liquor Primary License and, as such, requires comments from local government. The use of this space does not increase the overall capacity of the building. Basically, the use of the space provides the audience with another area within the building to consume alcoholic beverages. The terms and conditions of when alcohol can be served within the theatre are unchanged and outlined below

Beverages are available to patrons one hour prior to a performance, during the intermission and within 30 minutes after the performance. The liquor license covers hours of operation between 10:00 a.m. and 12:00 midnight.

DISCUSSION

The total patron capacity for the facility remains unchanged. As such, staff do not anticipate any negative impacts on the surrounding community as a result of this license amendment.

RESULTS OF NOTIFICATION

As there is no real change to the size of the facility or hours of operation, staff felt it was not necessary to conduct a neighbourhood notification for this application.

COMMENTS

Given the type of facility and the relative minor nature of this amendment, staff felt that no appreciable benefit would be derived by delaying the processing of this application to await comments from the standard departments.

CONCLUSION

Staff does not foresee any issues with the applicants' proposed amendment and recommends approval of the application to provide liquor service in the Club Bravo area.
