The City Manager RECOMMENDS approval of A, B, C and D.

COUNCIL POLICY

Construction contracts more than $300,000 are to be awarded by Council.

PURPOSE

The purpose of this report is to obtain Council approval to award Contract No. 2003-12 for the installation of a median barrier on the Cambie Bridge.

DISCUSSION

On November 12th, 2002, Council approved installation of a standard concrete median on the Cambie Bridge. A "Notice to Contractors" tender advertisement was placed in the September 15, 2003 Journal of Commerce and tender notices were posted at the City's Purchasing Office, and placed with the BC Roadbuilders & Heavy Construction Association and the Vancouver Regional Construction Association. Eight Companies requested and received the Tender Documents and Drawings.

Tenders for the work were opened on October 2, 2003 and referred to the General Manager of Engineering Services for tabulation. Three tenders were received. The tenders have been checked for completeness and accuracy by Engineering Services and our consultant ND Lea. A tabulation of the total lump sum tender prices, including GST, is shown below with the lowest tender underlined:

This is a lump sum contract with unit prices for additions and deletions. The final cost of the contract may vary as a result of any additions and deletions, and extra or force account work if required.

The tender submitted by the low tenderer, Surespan Construction Ltd., is in accordance with the specifications in the contract documents and is deemed reasonable. The Contractor has provided an acceptable construction schedule. This company has several years experience in related construction work and its qualifications are considered acceptable for this contract.

The barrier will be decorative coloured concrete, to match the appearance of the other components of the bridge, in the standard cross-section 810 mm high. To install the barriers, it will be required that the centre lanes on each side of the median be closed to traffic, leaving two lanes in each direction. However at the south end this will leave only one lane, which is not adequate to serve daytime bus volumes along with other users. Therefore, the south portion of the work needs to be performed at night, and an exemption to the Noise By-Law will be applied for. There are provisions in the contract that require noise during the night work to be minimized.

FINANCIAL IMPLICATIONS

The overall cost estimate and budget for this project based on the low tender is $430,000, including GST, overhead, contingency and design fees. This amount includes the low tender price of $358,257.40 for the installation of the median. In retrospect, the original construction cost estimate of $300,000 did not fully account for the complexity of the work and the night work required for this project. The tender prices reflected this fact and were higher than anticipated. The low tender for the construction of the median has been reviewed and has been deemed reasonable.

Funding of $300,000 was previously approved by Council and is available in the Streets Basic Capital Order Group CB1EA6C001 (Accounts 10018881 and 10018882). Subsequently the City received the approval for a $190,000 contribution from TransLink as part of the 2002 MRN Minor Capital Program. Therefore, adequate funding is available for the project and the City's share of the cost is $240,000 which is less than the original budget of $300,000.
