Sale of Vancouver 2010 "Candidate City" Street Banners
RECOMMENDATION
THAT Council approve the sale of the Vancouver 2010 "Candidate City" Street banners as outlined in this report with the proceeds to credit the funding provided for the City's participation in the Olympic Bid process.
COUNCIL POLICY
These banners were purchased and installed on a one time basis and there is no policy on the disposal of these Olympic Bid related banners.
PURPOSE
This report seeks Council approval for the sale of the Vancouver 2010 "Candidate City" street banners with the proceeds to credit the funding provided to support the City's participation in the Olympic Bid Process.
BACKGROUND
In July 2003, Council approved the purchase and installation of Vancouver 2010 "Candidate City" street banners. The banners were installed on street light poles from January 2003 through to June 2003 when they were replaced by banners from the City's annual summer street banner program. Banners were also purchased by the 2010 Bid Corporation and local business improvement associations and installed in other areas of the City through to September 2003.
There were two types of banners used in the program. "Logo" banners display the Vancouver 2010 Candidate City logo and "Icon" banners display a symbol for each of the different events planned for in the Olympic and Paralympic Games. These banners were paired together so that each pole displayed one logo and one icon banner.
The last of the banners have now been removed and the City must decide what to do with them. There are approximately 290 logo and 550 icon banners that the City could have available for sale. Both the icons and the logos used on the banners were developed for the Bid phased of the 2010 Games. New icons and logos will be developed by the Vancouver Organizing Committee for Olympic Games in 2010 (the "VOCOG") over the next year or two. The City has very limited use for the banners due to the planned change in logo.
DISCUSSION
It is proposed that the City dispose of the banners through a sale open to the public. The banners were originally purchased for $52.15 (icon) and $35.70 (logo) and the entire cost of purchase and installation equalled just over $60,000. Staff propose to sell the banners for $25 used or $35 for new banners (limited supply) in order to offset the original cost of the banner program. The sale would occur at the Client Service Centre on the ground floor of City Hall.
Although the City will keep a very limited number of banners for use in special events or for display purposes, it is the goal of this program to sell all of the remaining banners. The sale will be advertised in local newspapers and on the City's web site. The logos and icons portrayed on the banners are the property of the Vancouver 2010 Bid Corporation and they cannot be used for commercial purposes. In order to address this, staff propose that limits be placed on the number of banners that can be purchased by a single buyer and that buyers are provided with information about logo ownership and use.
It is Council policy to donate the banners installed as part of the City's Summer Annual Banner Program to UNICEF for sale. However, the 2010 banners were funded from the contingency reserve and the sale by the City is an opportunity to credit the original costs of the program.
FINANCIAL IMPLICATIONS
Sale of all of the remaining banners would result in approximately $20,000 to the City. This would offset the initial cost of $60,000 to purchase and install the banners.
CONCLUSION
The sale of the banners in the manner described above would give the City the opportunity to recover some of the costs associated with purchasing and installing the banners.
