A Special Meeting of the Council of the City of Vancouver was held on Wednesday, August 13, 2003, at 11:02 a.m., in Committee Room No. 1, Third Floor, City Hall.

1. Portside Park (File 4150/4151)

THAT, pursuant to section 488(3) of the Vancouver Charter, the Park Board shall have the custody, care and management of the lands held by the City under a lease dated as of September 1, 1986, between the Vancouver Port Corporation and the City of Vancouver which lands are commonly known as Portside Park (the "Park") to the extent of making rules and by-laws for the control, regulation, protection and government of the Park and of persons in the Park, and enforcing the provisions of the Parks Control By-law in relation to the Park and, for that purpose, the Park Board is authorized to commence legal actions or proceedings, including actions or proceedings seeking injunctive relief, to prevent or restrain an offence, or the continuance of an offence, under the Parks Control By-law.

NEW BUSINESS
1. Action on Homelessness (File 4659)

SECONDED by Councillor Louie
WHEREAS the City of Vancouver has a proud record of continuous investment in low cost housing as a key part of its strategy to deal with homelessness; and
WHEREAS the city has achieved commitments of more than 400 new units this year, including 100 in the Woodwards project, which is equivalent to the average annual record of the past five years; and
WHEREAS the provincial government's elimination of support for non-profit housing, combined with cuts to income assistance, is dramatically aggravating the problem of homelessness;
THEREFORE BE IT RESOLVED that this Council call on the federal and provincial governments to restore their support for non-profit housing; and
BE IT FURTHER RESOLVED that Council ask the City Manager to designate a senior staff member as the city's homelessness policy co-ordinator with a mandate to report back on the city's achievements to date, to monitor homelessness in the city and to recommend additional measures that may be necessary to confront this problem.
