ADOPTION OF MINUTESThe Minutes of the Standing Committee on Transportation and Traffic meeting of June 10, 2003, were adopted.
RECOMMENDATION
1. Bobolink Park - Traffic Calming Measures (File 5757)
The Committee had before it an Administrative Report dated June 16, 2003, in which the General Manager of Engineering Services sought Council's approval for proposed measures to address the high vehicle speeds around Bobolink Park.
Steve Brown, Neighbourhood Transportation, reviewed the report, and with Jim Hall, Neighbourhood Transportation Engineer, responded to questions concerning speed tables and use of the parking lot.

THAT the Committee recommend to Council
THAT the speed control measures be installed around Bobolink Park and bollards be installed at the entrance to the two parking lots as outlined in the Administrative Report dated June 16, 2003, entitled "Bobolink Park - Traffic Calming Measures", at a total cost of $80,000 to be provided from Streets Basic Capital Unappropriated Account Group SCA5A-Unap (Local Area Traffic Calming and other improvements).

At the June 10, 2003, meeting of the Standing Committee on Transportation and Traffic, Council postponed discussion and decision of the above matter to the July 8, 2003, Standing Committee on Transportation and Traffic meeting.
Accordingly, the Committee had before it an Administrative Report dated May 27, 2003, in which the General Manager of Engineering Services provided Council with an overview of TransLink's current cost-sharing programs and how consideration of revising them would ensure that adequate funding is available to meet the City's emerging capital needs and an integrated regional transportation system.
Dale Bracewell, Transportation Engineer, and Don Klimchuk, Transportation Monitoring Engineer, reviewed the report and rationale for the recommendations, noting the importance of flexibility and a balanced multimodal approach to transportation to promote equity between municipalities and better meet the needs of the inner city as well as the suburbs.
In response to requests by Council, staff agreed to the following:
· a memorandum from staff requesting TransLink to expand the bicycle budget to 10 m capital and 2 m operating per year, as recommended by the Vancouver Area Cycling Coalition;
· a memorandum from staff recommending that TransLink launch a formal pedestrian program;
· a memorandum from staff reviewing regional visions formulated elsewhere.Ray Straatsma, Better Environmentally Sound Transportation (brief filed), spoke in support of the recommendations and urged Council to seek a formula that is more flexible, equitable and suitable for Vancouver's needs. Mr. Straatsma noted current capital funding programs do not reflect the goals and objectives of building a more sustainable transportation network, and expressed concern about too much funding being spent on the major road network and not enough on transit and cycling.

THAT the Committee recommend to Council
A. THAT Council request TransLink to work in partnership with municipalities to undertake a consultant review of TransLink's current capital programs as part of the development of a regional Long-Range Transportation Plan.
B. THAT Council request TransLink to broaden the project criteria eligibility and cost-sharing flexibility of its current capital programs (Major Road Network Minor Capital, Transit Related Road Infrastructure, and Bicycle Infrastructure) to ensure that municipalities can optimize delivery of their regionally significant road, transit, cycling, or pedestrian projects.
C. THAT the General Manager of Engineering Services work with the Mayor's Office to draft a letter to the Provincial Government requesting that bicycle funding be restored.

(Councillor Green absent for the vote)3. Downtown Transportation Plan - Companion Report (File 5560-1)
At the June 10, 2003, meeting of the Standing Committee on Transportation and Traffic, Council postponed discussion and decision of the above matter to the July 8, 2003 Standing Committee on Transportation and Traffic meeting.
Accordingly, the Committee had before it an Administrative Report dated April 29, 2003, entitled "Downtown Transportation Plan - Companion Report" (companion report to the Downtown Transportation Plan - Implementation Timetable report that was dealt with at the Standing Committee on Transportation and Traffic meeting on June 10, 2003). In the report the General Manager of Engineering Services and Director of Current Planning in consultation with the Director of City Plans responded to Recommendations J, K and L in the Downtown Transportation Plan and to Council's request for more information on mode share data collection, additional trip reduction incentives to be pursued with Vancouver employers and implications associated with potential additional bike route connections to the proposed bicycling network. The General Manager of Engineering Services and General Manager of Community Services recommended approval.
Doug Louie, Downtown Transportation Engineer, reviewed the report and with Jeff Patterson, Planner, responded to questions and advised a Council workshop would be held in the fall to address transportation demand management. Clark Lim, TransLink, responded to questions regarding future technologies to facilitate a more effective online bus trip database and diary system.
Ray Straatsma, Better Environmentally Sound Transportation, spoke in support of generating more accurate and consistent data on mode share in order to better understand and track transportation changes in the city and to highlight what the city has achieved. Mr. Straatsma also encouraged the separation of pedestrian and cycling data.

THAT the Committee recommend to Council
A. THAT Council recommend that TransLink repeat the Greater Vancouver Trip Diary Survey on at least a regular 5-year cycle, that the 2004 survey include a sufficient sample size to provide statistically reliable detailed data for each of the Downtown and Central Broadway, and that the survey should gather and present bicycling and pedestrian data separately;
B. THAT staff report back on a program to develop new short- and long-term mode share targets and related costs following regional land use and transportation plan updates;
C. THAT staff meet with central area employers actively engaged in delivering programs designed to alter commuting behaviour away from single occupancy vehicles with a view to making further recommendations on transportation demand management programs, promotion of programs, and incentives that may be offered by employers to their employees, and report back to Council;
D. THAT a westbound bike lane on Robson Street (between Beatty and Richards), a northbound bike lane on Homer Street (between Pacific Boulevard and Dunsmuir) and an eastbound bike lane on Georgia Street (between Homer and Beatty) be presented to stakeholders for input and report back to Council.

4. FCM Application - Downtown Streetcar (File 3253/5558)
The Committee had before it an Administrative Report dated June 4, 2003, in which the General Manager of Engineering Services updated Council on the status of the planning for the Downtown Streetcar and sought approval to apply for matching funds from the Federation of Canadian Municipalities for Downtown Streetcar Layout and Transportation and Market Studies.
Doug Smith, Structures and Greenways Engineer, provided a PowerPoint presentation which covered the history of the Downtown Streetcar and a review of the report. Mr. Smith and Dave Rudberg, General Manager of Engineering Services, responded to questions and noted future extensions of the line could include Stanley Park, Vanier Park and Arbutus Corridor.

THAT the Committee recommend to Council
A. THAT Council approve an application to the Federation of Canadian Municipalities for a matching grant of $50,000 to be used for a Downtown Streetcar Layout Design, Transportation Modeling and Market study, as described in the Administrative Report dated June 4, 2003, entitled "FCM Application - Downtown Streetcar", with the City's $70,000 portion being provided from Streets Capital - Greenlinks Unappropriated Account (order group CA3EA2HCX1).
B. THAT if the Federation of Canadian Municipalities grant is approved, staff proceed with the Downtown Streetcar Layout, Transportation Modeling and Market study, as described herein.
C. THAT if the Federation of Canadian Municipalities grant is NOT approved, staff proceed with the Downtown Streetcar Layout, Transportation Modeling and Market study, as described herein, with $120,000 provided from Streets Capital-Greenlinks Unappropriated Account (order group CA3EA2HCX1).
