Subject: Woodward's - Expression of Interest (Report dated June 24, 2003)

Further to the Council Report (RTS 03400) titled "Woodward's Redevelopment Update", several questions were raised regarding the ability of consultant's or other service providers to respond directly to the Expression of Interest (EOI) call.

The EOI framework is structured to capture interest of four specific groups of respondent's at this time:

The question of how individual consultant's can participate in this process has arisen. It is expected that a Developer submitting an Expression of Interest would engage a team of consultant's either as part of the EOI submission, or later in response to the formal Request for Proposals (RFP) the City will be inviting in early 2004. This is normal practice in the development community where, in response to detailed Requests for Proposals and/or Tenders, developers will submit a project team which will be evaluated for the best project fit. For comparison purposes, the normal process in City government initiated projects is to publicly invite individual consultants and select a team that provides overall best value to the City. The City process involves a wide broadcast for interest. Consequently, it is not a requirement for individual consultant's or other service providers to register their interest in Woodward's at this time.

I hope this missive serves to clarify the City's practices in dealing with consultant's on City projects.
