On April 22, 2003, a Business License Hearing was convened in the Council Chamber to hear an appeal on the decision of the Chief License Inspector to issue a 2003 business license to Hiu Ting (Judy) Cheng, doing business as Jimmy's Discount Store, for business premises located at 138 East Hastings Street, on the condition that Quon (Ben) Thai (otherwise known as Ban Quang Thai, Quong Ben That, Ben Quang Thai or Quang Ban Thai) will have no interest whatsoever in the operation of Jimmy's Discount Store or be permitted on the Premises.
Mr. Plunkett, Lawyer, representing Hiu Ting (Judy) Cheng, submitted that due to questions regarding the legal jurisdiction of the Panel which need to be addressed, he and his client were requesting this matter be adjourned and a new Hearing be scheduled for May 27, 2003. Ms. Kinahan concurred.
Catherine Kinahan, Solicitor, Legal Services, will represent the City of Vancouver. The Licensee, Hiu Ting (Judy) Cheng, will be represented by David Plunkett, Lawyer.
Decisions arising from this Hearing are available on the City's website the day after the meeting. Minutes are generally available on the website within one week following the meeting.
