Peace and Justice Committee - Terms of Reference and Membership
RECOMMENDATION
That Council concur with the terms of reference and membership requirements for the Peace and Justice Committee as set out in this report dated April 14, 2003, entitled Peace and Justice Committee - Terms of Reference and Membership.
COUNCIL POLICY
Under the Vancouver Charter, section 159, Council may provide for such committees as it sees fit, and may refer any matter to a committee for report. Section 160 requires that these committees stand discharged immediately before the first Monday after December 1 in the year of a general local election.
PURPOSE
The purpose of this report to recommend to Council the terms of reference and membership requirements for the Peace and Justice Committee.
BACKGROUND
At its Regular Meeting of Council on February 25, 2003, Council appointed Councillors Cadman and Woodsworth to serve as members of the Peace and Justice Committee. Councillor Cadman was named as chair of that committee. At that time, the Councillors were instructed to report back to Council with recommendations on the terms of reference and membership requirements for the Committee.
DISCUSSION
Councillors Cadman and Woodsworth are proposing that the Peace and Justice Committee terms of reference be as follows:
· to establish closer working relationships with cities who are working for peace and justice;· to work closely with peace and justice organizations in the City to promote peace and justice;
· to collect and exchange information and liaise with other municipalities involved in peace and justice initiatives;
· to consider what initiatives can be taken by municipalities acting together, to further the aim of reducing the possibility of war and ensuring justice;
· to establish Vancouver as a city of peace and justice.
With respect to the membership of the committee, Councillors Cadman and Woodsworth propose the following:
· The committee be comprised of the following voting members:
2 City of Vancouver Council Members - serving as chair and vice-chair;
up to 15 members of the general public, all of which are residents of the City of Vancouver;
1 representative of the Vancouver Public School Board; and
1 representative from the Vancouver Parks Board.· That all terms of appointment end on the first Monday after December 1, 2005 as required under Section 160 of the Vancouver Charter.
· The Committee will meet on every second month - the specific day and time to be established in consultation with the City Clerk's Department.
· That the standard City process for calling nominations be followed.FINANCIAL IMPLICATIONS
Committees of Council are supported by the City Clerk's Department. It is anticipated that the Peace and Justice Committee will require 2.5 - 3 days of City Clerk's Department staff time per meeting at a cost of $600 - 700 per meeting. The services provided will include agenda preparation, meeting support, and minute preparation. No additional support from other City departments is anticipated.
CONCLUSION
The City has established a special Council Committee on Peace and Justice. This report recommends to Council the terms of reference and membership for that Committee.
