The City Manager RECOMMENDS approval of A, B and C.

COUNCIL POLICY

Construction contracts over $300,000 must be awarded by Council.

Contracts are awarded on the basis of best value for fee.

PURPOSE

This report recommends that the low bidder, Sandpiper Contracting Ltd., be awarded the contract for the construction and related work of the following distribution watermains:

_ Edinburgh Street between Kootenay Street and Boundary Road;
_ Yale Street between Kootenay Street and Boundary Road;
_ McGill Street between Fellowes Street and Kootenay Street;
_ Fellowes Street between McGill Street and Eton Street;
_ Eton Street between Fellowes Street and Kootenay Street;
_ Cambridge Street between Kootenay Street and Boundary Road;
_ Alma Street between SW Marine Drive and W. 48th Avenue;
_ Dunbar Street between SW Marine Drive and W. 47th Avenue;
_ W. 47th Avenue between Dunbar Street and Collingwood Street;
_ W. 48th Avenue between Alma Street and Collingwood Street;
_ Quilchena Crescent between Arbutus Street and Linden Street;
_ Cypress Street between W. 33rd Avenue and Linden Street;
_ Laburnam Street between W. 47th Avenue and W. 49th Avenue; and
_ Laburnam Street between W. 52nd Avenue and W. 54th Avenue.

DISCUSSION

Contract 2003-02 will be funded from the 2002 Engineering Capital Budget. Engineering contracts comprise approximately 10% of distribution main replacement work, as a benchmarking tool to evaluate the performance of City crews and to maintain a stable crew size during peaks in construction.

The watermains in this contract are near the end of their service lives. Their replacement will ensure an adequate and continuous supply of water for both domestic consumption and fire protection.

Detailed designs and contract documents were prepared by Engineering Services staff for the replacement of the watermains listed above. The work will be administered under a lump sum/unit price construction services contract. Lump sums for each tender item and unit prices are used to calculate interim progress payments to the contractor. Seven bidders submitted complete tender packages, including bonding requirements. A summary of the bids received are as follows:

The low bidder, Sandpiper Contracting Ltd., is qualified based on satisfactory completion of Contracts No. 9912 and No. 2000-05, both for the Supply and Installation of Distribution Watermain. Therefore, staff recommend that Sandpiper Contracting Ltd. be awarded Contract No. 2003-02.

FINANCIAL IMPLICATIONS

The low bid for Contract No. 2003-02 is within the Engineer's preliminary estimate. The final amount paid to the contractor will vary from the bid price because the estimated quantities of work for unit price items may be different than the actual quantities of work. Funds for this project are available from the Distribution Watermain Replacement Program (SAP order group CA3EE1A).
