A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, April 8, 2003, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of March 11, 2003, were adopted.
RECOMMENDATION
1. Ash Street and West 45th Avenue Traffic Calming Measures (File 5757)
The Committee had before it an Administrative Report dated February 14, 2003, in which the General Manager of Engineering Services sought Council's approval and funding to proceed with the installation of new corner bulges on West 45th Avenue, a new crosswalk, and a new median at Ash and West 45th Avenue.
Jim Hall, Neighbourhood Transportation Engineer, reviewed the report and explained how the proposed traffic calming measures will increase traffic safety at the 45th Avenue and Ash Street intersection.
MOVED by Councillor Louis
THAT the Committee recommend to Council
A. THAT a coloured stamped asphalt crosswalk, corner bulges and a new median be installed at Ash and West 45th Avenue as described in the Administrative Report dated February 14, 2003, entitled "Ash Street and West 45th Avenue Traffic Calming Measures", and illustrated in Appendix A of the report.
B. THAT funding of $48,000 for these improvements be provided in advance of the 2003 Streets Basic Capital Budget, Local Area and Other Improvements.
C. THAT the Streets Operating Budget for Horticultural Maintenance be increased by $2300 and the Traffic Operating Budget for Signage be increased by $500, without offset, commencing in 2004, for the maintenance of the new traffic measures.

The Committee had before it an Administrative Report dated March 20, 2003, in which the General Manager of Engineering Services sought approval and funding for the fourth Annual Speed Hump Installation Program. The report also identified proposed speed hump locations and a public consultation process.
David Rawsthorne, Neighbourhood Transportation, provided a PowerPoint presentation on the speed hump program, various speed hump designs, and the public consultation and ranking system used to choose streets to receive speed humps. Mr. Rawsthorne with Jim Hall, Neighbourhood Transportation Engineer, Ian Adam, Assistant City Engineer, Transportation, and Dave Rudberg, General Manager of Engineering Services, responded to questions. It was noted speed humps do not work well on arterials because they are emergency access routes, there is no design that allows cars to pass over at higher speeds without losing control, and that speed humps are the first choice for slowing traffic because of their effectiveness and economy. Confirmation was provided that information on speeding vehicles is shared with the police once a month.

THAT the Committee recommend to Council
A. THAT speed humps be installed on the local, residential streets specified in the Administrative Report dated March 20, 2003, entitled "Annual Speed Hump Installation Program, 2003", subject to approval from a resident survey, with funding of $180,000 provided in advance of the 2003 Streets Basic Capital Budget, from submission A-5a: Local Area Traffic Plans and Other Improvements.
B. THAT commencing in 2004, the Traffic Operating Budget be increased by $4,000, subject to review as part of the 2004 Operating Budget.

3. City Participation in Transport Canada's Urban Transportation Showcase Program Competition (File 5551)
The Committee had before it an Administrative Report dated March 25, 2003, in which the General Manager of Engineering Services in consultation with the Directors of Current Planning and of City Plans sought Council's support for City participation in the Greater Vancouver Grant Application for Transport Canada's Urban Transportation Showcase (UTS) Program Competition, and for approval in principle for funding the City's share of the Showcase Program project costs. The City Manager supported the recommendations.
Doug Smith, Structures and Greenways Engineer, reviewed the report, explained the six projects outlined in the grant application, and noted the program is an opportunity for the City to explore solutions that address the issues of urban transportation, greenhouse gas emissions and livablity, in partnership with other government agencies.
Mr. Smith with Dave Rudberg, General Manager of Engineering Services, responded to questions regarding costs and design options to deal with the False Creek Flats and Clarke Drive obstacles in the Central Valley Greenway. In response to questions, Glen Leicester, Director of Implementation Planning, TransLink, provided clarification on the hybrid bus demonstration project.
Ray Straatsma, BEST, spoke in support of the City's participation in the UTS Program because it represents a multifaceted approach to transportation and advised Council of funding and work planned by BEST to support the greenways initiative.

THAT the Committee recommend to Council
A. THAT Council endorse City participation with TransLink (GVTA), the Greater Vancouver Regional District (GVRD) and other regional municipalities in the Greater Vancouver Grant Application for Transport Canada's Urban Transportation Showcase Program Competition.
B. THAT upon confirmation of Federal funding, staff report back seeking a formal Council allocation of funds to cover the City's share of the Showcase Program project costs.
C. THAT Council approve "in principle" the allocation of
$2.63 million from the Streets allocation within the 2003-2005 Capital Plan, and
$ 2.0 million from the $20 million of borrowing authority approved by the voters for the City's share of projects receiving senior government cost sharing,
to cover the City's $4.63 million share of Showcase Program project costs.CARRIED UNANIMOUSLY

Bus Integration Study (File 5559)
Glen Leicester, Director of Implementation Planning, TransLink, provided a PowerPoint presentation on the Bus Integration Study. The presentation covered increased transit service and improvements plans leading up to 2010, the 2010 Bus Integration Study, and the Best Bus Option - Arbutus Busway Update. Mr. Leicester responded to questions regarding the consultation process planned for the fall, the ridership model, walking times in relation to bus stops and rapid transit stations, possible changes to Granville Street, and funding issues.The Committee adjourned at 11:40 a.m.
